Near had an extremely competent task force whereas Ls task force where constantly ignoring him and stating that all his conclusions were wrong (even just before his death), and L had masterully set it up so that the current L was Kira, hoping that anyone with half a brain would make the connection. LABB confirms that Near and Mello were far below L. I know that Near started the case at 13 years old, but by that time, L was already the world's greatest 3 detectives and had generated billions of dollars in stocks - no excuse here. Also, Near had an intense, rigorous education, L was a homeless orphan at 8 years old who stopped world war 3 and completely paved his own way as a once in a century genius - the Wammy's House only started rigorous education *after* L's successes - L never had this education. L was able to completely read Light Yagamis mind every step of the way (which is why Light respected L so much), near couldn't do that at all, and completely missed key deductions (most glaringly the second notebook which Light and Near both admit L would have easily deduced). Further, all the connections L had ended up abandoning very soon after the threat of Kira became active, whereas the NPK were supremely loyal to Near. Light himself knows that the only person he's met that was vastly more intelligent than himself was L. These are just some of the reasons why L is levels smarter than Near - there are many more. L quite frankly is levels above Near. Near knows this too, dwelling on his insecurity for L *years* after Ls's death.
