I remember hearing this a lot while in Japan, and every time I heard it I would try to make it out to translate it. This is what I've ended up with:
Mamonaku = Shortly
Ichiban = First / Number one
…-sen = Track / Line
Ni = two
Shibuya/Shinjuku = Shibuya / Shinjuku
Homen = Direction
Ukeru = Take / Catch / Accept
Marui = Round, Circular
…-masu = To do (present tense)
Abunai = Dangerous
Kara = Because
Kiiroi = Yellow
…-sen = Track / Line
No = Belonging to
Uchigawa = Inside / Interior / Inner part
Made = doing
O = In / On / At
Sagari = Single move
Kudasai = Please
Please correct any of my mistakes, as I'm still learning ^_^

Hi Sean, you are almost right. But it is wrong the verb of the first sentence. The announce say Mamonaku, ichiban sen ni Shibuya Shinjuku hōmen yuki ga mairimasu. So after the hōmen there is "iki" and then the verb "mairimasu"= to leave. "iki" is often pronounced as "yuki" hōmen iki, is "go in direction". The "O" before "Sagari" is only onorific form.The rest of your translation is right. So for me is: Shortly is leaving from line 2 the train directed to Shibuya / Shinjuku. Because it is dangerous stay behind the yellow line.
