Does the figures paint chip off if it already has some chipping problems? On my figure I need to fix, it has a few tiny chipping

Will this work if I want to do the opposite? My figures came with its arm detached but I can’t pop it back in for some reason even though nothing is damaged.I was thinking of using hot water to loosen up the entry hole for the ball joint. TLDR I wanna pop back in not out.

I boil a kettle, wait for it to stop boiling, put into a mug and then wait maybe a minute and then submerge sections of a figure into the mug. Am I damaging my figures doing this?
Honestly I think the “damaging it on a molecular level” thing is total BS. Go to any action figure Facebook group and search “boil and pop”, it’s a very popular method and it wouldn’t be so popular if it damaged figures.
Does it work if I wanted to move a piece that is warped and move it the right way? Because of QC Issues
+Joshua Romero González Yes, it should. The whole point is heat softens the plastic, and the you can reshape it. Did this with my SHMA King Ghidorah's horns.

The fastest way, boiling water and brushing it or even using a
steamer, but if it's with a fragile figure I wouldn't be so sure
I tried to straighten warped limbs on two action figures with hot water, it eventually went back to warped. So I tried the hair dryer method and again the limbs eventually became warped again. Is there a certain amount of time I should hold it under water?
