Hi! Abastos is a very local area right next to the city center. The local Government has done cool things there ("supermanzana") and most buildings have been refurbished in the last 10 years (many show very beautiful facades). Not a bad place to invest, considering that you can get a good deal. But again, it depends on what you like and what are you looking for. Each person is different.

Yes, the Non-Lucrative Visa is done at the Consulate of Spain in your country. The Golden Visa can be done while in Spain.
