They still aren't. Since 2017 many companies have been procuring Q-sirens or Model 28's to mount on their rigs. They just take them off before the rig goes down for maintenance. Even Squad 1 and Rescue 1 use them, right in the middle of downtown. The Fire Commissioner knows that too, but ask anyone if they really care. Only a handful of actual NYC residents give a shit I think; most would rather hear the glorious sound of a mechanical siren.
Great video!! I was scared crapless most of the ride - even with 186 Truck in the lead! Gotta love NYC drivers, though they mostly get out of the way as soon as possible. Not like Mid-town. And the kid going into ToysRUs - he's so jaded he wont even turn around to look at the third (!) piece of apparatus pulling up. What's wrong with him?! I'd be galloping down the sidewalk to see what the other pieces were, and to check out the action - and I'm almost eighty. Little brat.

FDNY don't have Qs with the exception of a few trucks but that's it. The maintenance shop will confiscate them if you put one on a rig.
Some of the FDNY Rigs has a Q but this one doesn’t because it’s a older rig
