    China is winning in Africa because it's providing what Africa needs the most of: infrastructure. Railways, roads, ports: these are the backbone of a functioning economy. If Europe wants to compete, it should offer contracts for these types of developments, and if it can't compete on cost, then it should complement its offer with technology and skill transfers. If Africa has the choice between cheap infrastructure built by the Chinese, or more expensive infrastructure that it has in large part built itself with European assistance and machinery, a significant fraction will choose the latter.

    I don’t think France will easily give up the small amount of power it retains over Africa so I can see how Africans would see the EU as just it’s legacy of a bunch of colonizers.

    I'm not European or African, but I stand in solidarity with Africa as it persuits its own interests. Personally, as Brazilian, I hope we'll increase south-south ties as an alternative to north-south unequal relations

      I am South African. The biggest problem we face is politicians who want their cut from international companies like those in Europe. Our hope is not in the West or China or Russia or anybody else " helping" us. Sure, dont be silly about investment, but we have to allow our own people to drive innovation for our own problems. I dont understand why we buy french trains etc. I am discriminated against in my own country to do business without involving a bunch of freeloaders, but a French company can come here and make money because they create bullshit jobs and make the elite happy. I agree, Africa and South America should trade with each other. We have resources and a young population. And we dont want to control the world. We just have to make our politicians understand that we wont tolerate their greed. All the other excuses are just that, excuses. Political leaders in Africa are the problem.

      @@gerhardbotha7336 I agree the biggest problem in Africa and Latin America is internal. East Asia has shown the best strategy for development, we should implement it. Particularly our countries, Brazil and South Africa, being middle income economies, should be doing more in terms of developing local value chains - you mentioned trains but we could talk about a number of other industries like cars. I agree thr key is inside each of our countries and changing our development strategy to be less naive and less dependent on external companies, capital etc

    Excellent video! The Russian invasion of Ukraine made matters even more challenging in some way. For example, reliance on natural gas from Egypt and Algeria will undoubtedly increase. Mario Draghi traveled to Congo and Angola in search of alternatives to Russian natural gas. All of this emphasizes the importance of a deeper relationship between the EU and African countries. Sadly as you pointed out there's too little unity in the matters of foreign policy.

    Good video :) there is however a slight error in the TGV in Morocco, it's from Tangier to Casablanca, and not to Oran, the latter is in Algeria.

    Good video, but as an African with a master in finance I must set the record straight. There's is absolutely no true aid from EU. The so-call aid all comes with strings attached in form of mineral extraction rights, conditions to borrow from only from western institutions like world bank and IMF which comes with very high interest rates, keep the economies of Africa heavily indebted which they further use as leverage. The dark side they don't tell you is, this loans and aid are forced on Africa, if a country refused any of them, their leaders will be labelled and call dictator. France on the other hand goes as far as inciting rebellions in the countries so they can come in as "peacekeepers" and along comes French companies to extract the country's resources. Now you know.

      @@wellthen4128 Not quite slaves were still imported from Africa, nearly all builders of Egypt and Rome were from Africa or (later) babarians from the North.
      Carthage became rich because of slave trade.
      Same goes for Congo in the age of imperialism.

    Im seeing alot of discussion about how "Africans need to do this and Africans need to do that". And some of those arguments are fair, but many ignore the realities of the current relationship between African Countries and International Corporations (A topic that's rarely discussed).
    I regularly hear people lament "If African Leaders were only less corrupt...", while ignoring the rampent corruption that occurs at the highest levels in the developed world. Corruption in Africa is a huge problem, but its a problem everywhere; it's just cheaper to buy an African Head of State then it is to buy the British Prime Minister (although it appears a flat refurbishment is enough now adays).
    Traditional Colonialism has ended, so we need to move on from that conversation and tackle the challenges that we face today.
    Multi - Nationals play rough shot over African Countries because it's profitable. African Leaders have little incentive to genuinely care about domestic issues because they're real salaries are being paid for by Shell & BP. They exists solely as Govenors in a Neo - Colonial model that no longer requires nation states to enfore their will upon the native populations. And if a leader resists, he'll be voted out (if he's lucky) or some General funded by those same interests will overthrow him. This is well documented, it's not new, and has been going on for decades.
    We in the West don't hear about it in the same way that we don't hear about child laborers in South East Asia, because inorder to maintain the low prices of goods our supply chain must be exploitative otherwise it would impact corporate earnings.
    So let's be honest, Africa is poor because it must be for us to sustain our current consumption model. If we paid anywhere near fair value for the raw materials we extract from Africa and the Labor we use in Asia you'd have to pay 10k for the next iPhone.

      These westerners are living in a bubble of their own . They think their governments are as benevolent spread democracy and protect human rights just because these values are sacrosanct in EU territory when in fact everything the west does in Africa is to keep it dependent on Europe, Destabilized with no future.     1) Mineral extraction: how does Africa benefit from this exploitation?
    2) Export market: how many local business will go bankrupt as a result?
    3) Global standards will only work for western companies opening business in Africa, see 2).
    4) Migration control is mostly self-serving for the EU. The only new jobs will mostly benefit western companies, see 1) and 2)
    5) Stability and security... After invading Africa not long ago and leaving it to its own devices since, the instability is due to European meddling. Now they're hoping to fix the problems they've caused? Again, this is arrogant and self-serving to the extreme.
    6) 'Push visions and values'. In other words: this is just modern day colonialism. Where in all this are the values of the African peoples respected?
    This whole thing reeks of a knee-jerk reaction to China's presence and involvement in the continent. Before building infrastructures and dumping its own companies on the continent, how about Europe invest in _toilets_ for schools? In medical care for the more remote regions? In access to clean water and food across the continent? Hell, do we even know the state of each country and where its _real_ problems lie, and how we can implement solutions that will _not_ cause the opposite effect?
    EU has no business in Africa, and that's me saying that as a European, "western"-country citizen.

      @@pierrebinyom1747 i don't see that as the case at all, theEU has been pretty supportive of the African Union and the East African Community the past. People have to stop thinking international trade is a zero sum game, a richer and more stable Africa would likely benefit Europe a lot as well and make it easier for both parties to do buisness with eachother. ASEAN is a great example of this as they have recently gone into a strategic psrtnership with the EU

    Your ability to go beyond the stated policies into their mutual contradictions is what's missing in so many channels that nominally aim to enlighten and inform. This feels more akin to old school reporting of "here's what happened, these are the factors that go into this, don't take any one side's word on things" and show the actions, history and motivations of what's driving this *now* is superb.

    The title doesn’t make any sense whatsoever, because it’s impossible to say ‘Europe’ ‘IS doing’. What France is doing in Africa might be the complete opposite of what Italy would like to see happen in Africa, actually we’ve seen in the past for example, as in the case with Libya, how the interests of different European countries can completely clash with one another. For instance, France wanted to get rid of Gadhafi, whereas Italy absolutely wanted to keep Gaddafi in power.

      This isn't really about control and more about building better ties for both sides, but honestly, I would be more worried about China than I would with the EU because China aim is to get more control over shows African countries by using debt trap diplomacy.
      I think if the EU is to be successful in Africa, it has to offer something better than what China is offer, money helps in the short term but overall, it doesn't make that much of a dent in economic growth, what Africa needs is know-how in building a modern economy, the EU is very successful in doing that as it's shown with countless countries that joined the EU and became a lot richer for it.
      If the EU helps Africa to develop, that would be worth far more than any money the EU or China gives Africa because the know-how will allow Africa to stand on it's own feet, that would be far more useful than throwing money at the problem which a lot of it gets wasted anyway, but then, it's up to the African countries to choose.

    African countries (colonies) had to pay France alone EU980 billion for their independence. In Congo, colonized slave working in plantations, had limbs chopped off if they failed to meet quota. Its hard for Africans to forget the exploitation of their resources and abused of their people in the hands of colonist masters from Europe. Europe has a serious trust deficit. Like US leaders, hard to trust what EU leaders says, they seems to have ulterior motives and hidden agenda. The imperialist and colonist mindset seems to be still lingering, doubt they will ever treat the Africans as equals. So when the Russians, Indians, Chinese etc comes along and see them as peers, its refreshing to the Africans.

      I have news for you 1 Every nation and civilization did some terrible shit in history, colonialism just was one of the last things, should we ask the mongols why they were the most bloody and murderous nation in history? Or why 5 of the most bloody wars in history are only Chinese wars? Or you know what? Lets go to more recent times lets go after colonialism and see why Russia murdered more people then nazi Germany (23 millions) and how Mao Zedong managed to starve 49 millions of its citizens and kill other millions of state enemies, is having the 2 most murderous dictators of the last century a good track record for helping another nation?
      2 but ok lets leave the past to the past and lets look at the present.
      In the present Europe gives largely the most charity to Africa and absorbs 90% of African immigrants (how many are Russia and China and India accepting).
      While with some problems we actually try to mantain human rights in Africa while Russia is invading Ukraine using ridiculous excuses and China tries to hide its terrible treatment if the Uhgyurs.
      We don't set debt traps to countries basically making them colonies 2.0, and we don't send mercenary groups with the fame of the Wagner group to help dictators.
      You probably noted the heated tone in the comment and the reason is that this argument is stupid, there are many better arguments against Europe effectiveness in Africa, you could say we are indecisive, you could say we don't take enough risks and other things, but colonialism is a repeating and idiotic reason not to continue helping Africa like we are doing now

    Basically, EU wants Africa to develop taking EU needs into consideration. Ursula said that if funding projects in Africa leads to helping Chinese investment, EU doesn't want to fund those projects. EU says it wants to be a reliable partner with Africa but so far it seems EU wants to continue it's centuries of abusive relationship.

      Anyways, if I am not mistaken, it's EU who wants to increase there influence in Africa for better future. The EU leaders also want to show EU helping in the development of Africa. But at the same time if helping Africa means profit for China, EU doesn't want to help Africa anymore.
      EU messaging all over the place like everything these days. All the talk of become a reliable partner goes do the drain if EU keeps it current policies.
      Lastly, since you brought up banks. Let me remain you than EU's current declining influence in Africa is because they acted like banks. Only funding projects than profited EU massively and almost no funding to develop Africa.

      Add to that, so far China has been a much better partner compared to EU. Only time will tell if China is reliable long term but long history with Europe has already shown EU approach and bad faith.
      That being said, African countries need to work together for better future and be less reliable on outside forces. But for the time being, assistance from outside is needed.

      People love to critize the African borders, but they are not worst than the ones drew in 1914 and 1945 after both WW in Europe.
      People should stop advocating for ethnostates in Africa that are pure fantasy anyway.
      The issue in Africa are not at all the frontiers.

    The fact that they're doing this to combat China's influence in Africa is crazy. It took China coming in to help Africa rebuild themselves for the people who actually destroyed Africa to come back and clean up their mess.

      The problem is, China isn't doing this to help Africa, its entrapment with debt traps and control over a lot of Africa resources and in some ways, even a land grab which isn't in the interest of the African people but I think it will be too late before they realize that but I hope I'm wrong on that.

      That is just false information: 1) The European Union is not responsible for the destruction of Africa. Colonisation of Africa is something that was done until the early 20th century while the EU didn't come to existence until 1993, and it started centuries earlier with even non-European countries involved such as Egypt.
      2) The EU has been supporting all African countries with money, material, military aid and education since the year 2000 with an estimated investment of over 60 billion euros - and now they signed a deal for an additional 150 billion euros making a total of 210 billion euros. 3) China has been investing into African countries on a small scale since the 1980s with the overwhelming majority going to South Africa, Sudan, Nigeria, Sambia and Algeria. Recently, it started to focus on more countries with political instability and where the EU isn't investing the most such as Ethiopia. Altogether, it is estimated that China invested 148 billion euros with its priorities being the development of oil extraction, transportation and the development of internet / telecommunication. While all of these investments are generally beneficial for these countries, they are ultimately done in a way that isn't appropriate by decent morality standards given the fact that the transportation services have harsh dept clauses and can immediately by seized by China, there already are election manipulation scandals in the Central African Union due to Beijing's hacking involvement as well as spying technology, and as the video depicted properly: No investments and building processes have human rights standards which ultimately means that in some instances, Chinese investors are treating the locals in a similar way that pre-20th century colonisers did to them.
      China is a significant investor in African countries for the past decade now. However, in order to be less criticised and actually build sustainable networks that improve the overall quality of life of African citizens, the target nations need to work with harsher regulations - similar to what the EU does - so that they aren't being spied on, they don't fall prey to greedy infrastructure owners, their elections stay democratic and their people have safe work conditions with proper payment!

    it's easier said than done, have you ever asked your self how much Africa gains per year to be able to fund industries even railways, roads, ports, etc my countries budget for a year is 20trillion naira which is that like the equivalent of 409billion dollars this money was even able to come to life because of more borrowing.
    African countries don't have the funds to develop faster than you think, people think Africa is poor because It chose to be not knowing that its the system that makes them poor and with this increase in interest rates it just makes matters worse. China is the only country that is making an effort to a developed Africa, thanks to the loans they gave us we now have a better rail network we have a big port still under construction and our international airports can receive the expansion that it desperately needs. Europe knows how to solve Africa's problems but prefer not to solve it cause Africa's current state favours them.

    I found interesting that Europe has not realised one major difference: Africa is not a continent with just Black people, but even with the Arab-speaking inhabitants also live there. Basically, Africa is actually divided into two halves: the Arab and the Black.
    The Arabs of Africa (Morocco, Tunisia, Algeria, Egypt, Libya, Mauritania, Somalia, Djibouti, Comoros, Sudan and possibly, Chad) has a stronger connection with Europe and Middle East. These people do not like Europe much (though their tie is also ancient), but they do not trust Russia strong enough to believe on Russian media. This is because, they have been deeply influenced by Turkey and Saudi Arabia. And the Turks as well as the Saudis dislike Russia to some extent. The Turks have fought Russia since 16th century, while the Saudis issued global jihad against Russia during the war in Afghanistan at 1980s and Chechnya at 1990s. The Muslim Arabs of Africa have mostly heard the calls against Russia because of either these powers, Muslim Arabs of Africa did volunteer for the Ottomans, a lot of African Arabs have arrived to Afghanistan and Chechnya.
    The Blacks of Africa, on the other hand, have no such connection. Without Turkish and Saudi influence, they have very little contact until the European colonisation, where the Europeans brutalised them. As such, they found Russia their only saviours, and they deeply resented Europe and America for the collapse of Soviet Union in 1991. Many of these nations sent students to study in USSR during its height, and that link was maintained even after the end of USSR. These people are more prone to Russian influence because of France's actions in Africa and the American quiet support have made them resenting Europe even more, making them less likely to receive European aids. When Mali and Central African Republic have coups in 2021, many of these people celebrated Russian arrival.
    This is even witnessed during the 2022 Russian-Ukrainian War. Arabs of Africa are aware of the Ukrainian Muslims (Crimean Tatars, Chechens,...) going to fight against Russia, while Blacks of Africa volunteered in the Russian invading side and some are even now in the frontline helping the Russians. Yet it is basically the old scar returning, due to history of Arab enslavement and racism against Black Africans.
    If Europe wants to build successful tie with Africa, it should try to rebuild tie with the Black part, apologising for its crimes, and ending France's neo-colonialism. With the Arab part, Europe should provide a scheme of cooperation and support together, at the same time also try to encourage the Arabs there to rebuild relations with the Blacks. Only there, Europe can finally have some good peace.

      I respect your view and agree with your reasoning, but it's important to consider that, whilst Europe is a bureacratic mess with deep running corruption, to cooperate with them means to cooperate with partners that value liberty. To work with China and Russia is to work with despots, which is unsustainable and will eventually lead to more cons than pros
      Look at Serbia. Refused to work with Europe, wanted to be Russia's little friend, much further below than neighbouring countries that were willing to work with Europe

    Europe left Africa after centuries of Brutal slavery and colonialism. But the 100s of trillions looted have never been paid back. So until you pay what's owed you have no say in any African matters. Sooner you start the payment, the lesser would be the interest.

    the EU still considers Africa a colony - the world leaders kept saying that the ships with wheat blocked in Ukraine will become a reason why Africa will startve in 2022/2023. The ships were unblocked. Only 1 out of 30 released ships went to Africa, the rest went to the Wester Europe. That is all we need to know about European policy towards Africa.

      I recall when the Covid vaccines finally came out... African countries desperately asked for their share, or asked to be allowed to produce generics for themselves at least. But, Western countries just hoarded everything for themselves, even when they had enough doses to vaccinate every one of their citizens several times. That made me feel so mad.

    It's too late for EU to gain Africa trust and will need a titanic effort to convince we are here to help. On a serious side Russia propaganda against the EU is true to a certain extent. I have my country, Romania as an example. Even though we are a member state since 2007, we are still badly viewed in other member states such as Germany, we are not a Shengen space member mainly because Holland is opposed to our adherence and since the pandemic there now exist a palpable faction in favour of leaving the EU. Even though since joining living standards has improved , we are still the main exporter of skilled labour for EU states such as Italy, Spain, France and Germany, with each passing year hundreds of Romanians leave to work in Wester European nations. Because of this we became a sort of a poster child for propaganda of why joining or make deals with EU would make you a economic colony.

      First Romania joined before meeting all the necessary criteria and thus is not part of Schengen of the eurozone the pandemic thing is first very understandable and second a very rare occurrence
      Second Romania isn't kept out of the eurozone and Schengen almost every EU state HAS to eventually integrate into the two areas and there's no incentive whatsoever economic or otherwise for the other states to keep us out
      And third Romania has seen some of the fastest growth not just in Europe but the world thanks to the EU and while yes the mass migration is a very bad issue it can't compare to the sheer economic miracle of our state and you can't just dismiss it as "living standards have improved" everything is better than it's ever been

    Europe needs to settle the old deal before proposing a new deal.
    The old colonial deal was based on exploitation, Europe must take responsibility for its actions and that includes Reparations.
    Only then can the beginnings of a new deal be discussed.
    Anything else is a waste of time.

Those who experienced apartheid are still alive to tell their stories. These African countries gained their independence in the 60s and many people who fought for independence are still Alive. FYI, we are talking about countries that colonized and massacred people. Not grandfathers.. the countries that colonized are still well and running so his point was valid.

    As an African (ethiopian) I don't like European investments, they are not so different from Chinese, they come to invest and employ Europeans like Chinese companies, it won't make difference for us
    We, Africans, want to move to higher chains of export and self sufficiency, but Europeans want to take chances by, for example, building internet connections across Africa, while there are African companies trying to expand by African employees and allowing us to have our own expertise, but we, Africans, would lose our professional jobs in Telecommunications and engineering because of European dominance, and only be employed as temporary builders.
    Simply, we will be in disadvantage in the long run, Europeans are just not helping

      Outside investment often requires outside expertise and efficient methodology to be cost effective. Africa has responsibilities also, and further reforms need to be made, constantly blaming others is a counterproductive strategy. I do agree projects should try and utilize local people to a greater degree, for needed jobs and skill development. Some appreciation for global/western aid & technology wouldn't hurt either, instead of only angry rants.

      The EU is a massive economy and can focus on both things, besides, the issues with Russia and energy is very short term of just a few years, not a big deal overall.
      As for helping Africa, I agree, the EU should have helped a long time ago, but things tend to have a reactive effect depending on what others are doing, in this case China.
      Personally, I think China is trapping many countries in Africa with debt trap diplomacy, that's not a good thing because it could make those countries poorer in the long run whiles signing over assets over to China as they can't pay off the debts, it's a smart move from China but it's bad news for Africa, but for many, it's too little too late already.

For eg. in Germany, even they reach 100% stock pile, this will only last few winter month. Thats why they have been running to other countries like Qatar to give them gas, who refused them btw. What are the other options? Renewable energy? Since they reopened the coal mines something tells me that this is still a joke. Only way is to reach a concession with Russia, which is what the citizens of the EU has realized, which is why there was massive protest in the last days there. Given that the EU thinks it is still a unipolar world where they dictate to everyone what to do with their master the great USA, i Dont think they will concede, which makes me believe it not gono end soon.

    I don't think our relations with Africa will be easy anytime soon, but if this is needed, then we must provide as an alternative offer. China and Russia have succeeded in providing disinformation and financial muscles so these Africans switched to the Chinese and Russians.     Being from Portugal, despite all the historically bad actions and cultural differences we have, that leads into an understandable suspicion that the vast majority of African countries might have toward Europe's intentions... imo the fact is that honest and genuine cooperation between Europe and Africa is the best and logical way forward for both continents and the people that live in it! Europe needs to be humble, come to terms and accept it's historical mistakes (that hurt Africa so much) and fully recognize that not only us, but the entire world, needs a stronger, richer and more robust Africa if we genuinely want Humanity to have a brighter future. African countries as a all, nowadays, also need to recognize that they do need help from outside to live in peace, develop and have a better future for the people living in it. Again, as a Portuguese and European that does not have an heroic or romanticized view about the Age of Exploration... i do think it is time for a new Era (in my mind i call it the Age of Knowledge) an Era where Europe and Africa (after countless centuries of brainless wars, poverty, famine, racial discrimination and brainless superstitions) can come together as an example of what a more advanced, more humane, more knowledgeable, understanding and compassionate Humanity can be! Europe needs Africa, Africa needs Europe and that's a fact!... But, way more important than that, the entire world needs to come together and Africa plays a central role in that future! I can only hope that Europe is the one that helps, in every way it can, to make that future a reality! It might be considered a naive and utopian point-of-view but... if you can't dream of a fairer and better future for everyone living in a World without people dying from famine, wars, natural disasters and poverty... then what is the point of it?! Never forget that Humans, at the end of the day and above everything else (even gods or demons of any kind) are simply and thankfully that: just (but also) Humans! The best thing about it?...       The problem is, Africa desires to divorce Europe. Drop European languages and even forgo anything that Europe thinks it can offer Africa (whatever that is) if it means that is the only way to de-tach, de-link and divorce Europe. We envy the Russians for going through a messy divorce. That one is true independence, that we desire. Our fights and battles for the past centuries have always been about getting rid of Europe. Generally Europeans just don't get what humanity is all about. They only talk about it when they want to manipulate or manouver. They are our mortal enemies, enemies of our existence, they have been engaging in all sorts of methods, direct and inderect, underground and above the ground with a sole purpose and final goal of eradicating us and taking our mother continent. They don't want the historical injustices to be addressed, which they are still committing by the way, and the only reason they advocate for some partnership that is based on fairness is because they are losing grip, not because they are truly humane and remorseful. On our part, we don't want to avenge anyone, we just want to be left alone and live our African lifes, without anyone attempting to de-Africanise us because we are not the same. We are Africans and they are Europeans.

      @@odis.x it sounds like you're advocating for isolationism, which has historically been a really poor policy choice as it leads countries stagnating and not doing as much innovation as when it participates actively on the world stage. A good historical example of this is China during the Ming and Qing empires where their isolationist policies played a large role in making what was once one of the richest countries in the world into a technologically inferior backwater open for European colonisation.
