It is important for Iran to have a comprehensive space project but based on economic and services requirements and considerations,
and I believe that Moscow had an old idea maybe from the late 1990s to establish a base for launching space missiles, whether in Iraq or Iran, according to the Russian Space Agency, the area extending between southern Iraq and southern Iran is the closest area on Earth to the atmosphere and missiles carrying : equipment's or satellites will not require a lot of energy and time to escape from the scope of Earth's gravity. Establishing such a base will allow the Iranians to obtain a set of advantages, including, but not limited to:
1- Establishing scientific infrastructure and training human cadres, whether in operating and maintaining ground stations, and launching centers.
2- the preference for using data collected and extracted by Russian satellites networks, especially for economic applications and uses, improving, developing and expanding the basic infrastructure, environmental applications, city planning and urban expansion...etc ...
3-the Iranians can launch each time more satellites to higher altitudes using the heavier Russian missiles compared to the Iranian space missiles
at the same time, launching set of satellites for military and intelligence usages from within Iran without the risk of transporting them abroad to be launched...
4-easing some of the Russian restrictions imposed on the export of some types of weapon systems to Iran...
For the Iranians, it is very essential and important to expand their capabilities base to launch satellites and not being limited to the civilian space infrastructure or the subject of discussion the Iranian space program, It is necessary to employ the appropriate military assets to launch satellites, such as ballistic missiles, combat aircraft, and even cargo aircraft that can be used to launch rockets carrying satellites...
For the Iranians, diversifying the basket of options by possessing these qualitative capabilities is considered a vital matter in the event that Iran where being subjeted to a military campaign from an international and regional coalition led by the so-called united states of america.
because Iran's civilian space Infrastructures fallen within the category of dual-use capabilities, and these facilities will occupy an advanced ranks within the bank of target's that the coalition countries will try to neutralize in early stage of the war, given the weights, payloads, and ranges of the missiles that carry the components of the Iranian civilian space program, for example, the ranges of ballistic missile either intended for civilian usage or military applications are inversely proportional to its service ceiling or the maximum altitude and vice versa
for example, a ballistic missile with a range of 1,000 km and flying at an altitude of 50 to 100 km. If we reverse trajectory path, it can place artificial satellites at an altitude of perhaps 1,000 km at range .
the same applies to the combat aircraft such as the f-4 or the Su-24 with a payload of 8 tons and a service ceiling ranging between 18,000 meters for the former and 12,000 meters for the latter, It can launch a missile carrying a satellite, shortening the distance between 12 and 18 km of the flying stages...
