This is one of the reasons why I prefer first FMA over Brotherhood. It had a much MUCH more epic soundtrack and provided a more epic atmosphere. I don't understand why FMAB couldn't have used some of the old ost and mix in some new ones with it.
I prefer the way the military are presented in '03. This track is a part of it. The brass section gives it an aspect of oppression and power with their volume and tone; while the snares give the idea of "military precision". It helps, along with 03's themes and characterization, to present the military as an amoral bloody but well oiled machine that must not underestimated. I feel like Brotherhood doesn't drive that aspect home. In Brotherhood, the tracks associated with the military are more "heroic" sounding, along with its characterization in general.
