The reason you couldn't find the water gun is you already have the blueprint for it but you were searching for it in the blueprint shop. Also note that while the tomato blueprint is 1000cr, tomato seeds are produced in the fabricator and tomatoes are grown in farm cubes.

I think you should use glass foundation + solar panels to make the correct use of them. Not sure if you don't have access to them yet though.
