The refiner did not restart refining if you ran out before offloading more ore.
From that diary entry, I'm guessing the company is using convicts as conscripted labor to do the mining for them.

Not all convicts are bad people, I've met a few people who had gotten released from prison, they served their time, and had made amends, and quite a few were actually really nice people, not all of them were nice, some were jerks, I'm kind of disappointed with Z1 for not realizing this and just labeling all convicts as bad people, not cool.
