I really like how Johan from Monster talks. It's not just one moment, but his way of talking, the voice actor, truly made you feel like Johan wasn't human, and if you know who he is, it's even better. Especially at the very end. He maybe doesn't scream or laugh, but just the tone of his voice is phenomenal on its own. Monster overall has great voice acting; they truly gave it their all in.

Personally, one of the best voice acting moments is Ai's death from Oshi no ko (japanese). I let out a tear and it was purely because of the voice acting, the way the actress did it, you could feel the emotion even if you don't understand the context. Her voice shaking as she understands that the words "i love you" were not a lie, you could resonate and understand how she felt in that moment just by the voice acting. That level of voice acting is unlike anything i've ever seen
Norio Wakamoto's when Cell is feeling fear and is desperate against Ssj2 Gohan, then launches a Kamehameha to all. That moment just gives me goosebumps
