Soviet Tank Divisions now have legs for days. Two cards of vet 1 Infantry in C (Avto + Gyvardia) give you nearly 50 squads to work with if you want to go long, and in most of these divisions only costs about 11-13 total AP to get 7 cards of Infantry. 5th Panzers recon changes seem custom designed to let you take the 250/10s. The IG33s it got last patch also are a nice tool you don't see in other Panzer Divs. The Fallschirmjäger divisions got some nice price reductions, but are also the primary beneficiaries of the 120mm Availability buff since theirs have Radios. Would have liked to have seen more emphasis on some of the basic Infantry divisions. They were stingy about which 20 point infantry got availability buffs, and many Infantry Divs still struggle to have the tools to counter massed light-medium armor.
I haven't seen anyone talk about what this did for 1 Peichoty. As someone who doesn't play Soviet divs I took notes on which divs got how many buffs (ignoring the half dozen or so changes that seemed insignificant). I showed 24 Sov divs with 5 or more buffs, 11 with 10 or more buffs (7th Mech got the most with 16). Right up there was 1 Piechoty with 9. This div was already considered A tier in the recent pre-patch tier list discussions. So... where is it now? I'm worried they accidentally created another monster div when our ban lists in League are already too short.
5th SS also got a better air tab since the FW190d9 buff, vyborg got t-34 851944 in A on top of the t-60 and butler got another card of inf available in A with x2 lmgs, it is quite a huge buff, since it allows american rifles in B or C
Recruti and 15W grenadiers buffs I think will change so the units went from no one using them to them being part of the default now. Recruti are scary.
So many AP changes and my divs have barely changed at all. A card here, a card there, suddenly 49/50 instead of 50/50^^ I guess I'm not good/competitive enough to appreciate most changes.
Hey! So, I did a bunch of games with 9th Guards Cav, mainly 10v10 but also 1v1. While in the hands of an actual pro the results might be different, I think at the very least the division sits in solid B tier, or low A tier. The biggest problem you will face is the fact you still have 0, and I do mean ZERO 2K interaction. The closest you'll get is a single card of the soviet 85mm AA gun, but even that can only do 1750 meter, and with how easy it is to suppress, then kill heavy AA using it is still a bit meh. Your arty tab does have 2 cards of the A-19 122 mm, but with their lower availability and fire rate, using them in a direct support role like the 122 mm howitzer relative is far less ideal. Your infantry relies on getting boosted veterancy, in part by the 2 star OSNAZ leader card you have in phase A to deal with higher quality dedicated CqC like bigger flamer squads (Saperi ROKS, brandenburger/Reit jager pioneers etc.) Your infantry in general are only truly dominant in this weird spot of 300-500 meters, where the automatic rifles, self-loading rifles and machine guns can all fire, but you are not yet in StG44 range, which will still beat you in the 300 meter range, given equal numbers and veterancy. The Valentine is still very much a coin toss, since the slow speed requires you to be able to predict the flow of the battle such that when it will finally arrive 3-5 minutes after you called it in, it is actually useful in the position its in to deal with the enemy. Edit: Di9 refers to the allied side 9th Romanian infantry division.
The only downside with these soviet buffs is that I feel the need to get a bumper-sticker saying "I played soviets before the buffs." :D

Other divisions with good amount of changes are Broniorana brigada, Rosselsprung and 12. Tartalek.

Not much changed, the biggest thing is it's harder to airspam soviets now

A lot of units got their availability increase which is good because you can increase veterancy for example
AP changes and AP costs in general is... useless. Think that rhyma has 55 AP and a great AP cost and it isn't consider even an A tier div

D9I =75mm AA = division 9th Infantry. Podv. - their 100mm AT got a transport change - added a M2 so speed increase from 38km/h
