It is for sure shallow DOF but in a CG environment they are almost one in the same since you can control scene size. If I take an entire hyper realistic city scene, scale it completely down and use this technique it will give this "tilt shift" effect. The only thing missing is vertical lines running parallel to the edges of the frame which you could achieve with an isometric camera and this techniuqe.

This isn't tilt shift, this is just shallow DOF. You haven't simulated changing the angle of the sensor relative to the focal point.
