Just watched the film a few days ago! Now ready to see how the effect is done :))

I really doubt Pixar used this method to do it. It looks more like a procedural displacement trick or anything like that, so the scales grow from the surface and then sink and smooths into the surface again. Look at the references closely and you will see why they likely used this geometry trick
