I really doubt Pixar used this method to do it. It looks more like a procedural displacement trick or anything like that, so the scales grow from the surface and then sink and smooths into the surface again. Look at the references closely and you will see why they likely used this geometry trick

I don't think they incorporated MASH into Maya until 2016.5 if my memory serves, not 100% though, been years since I was in 2015.
As plugin from Mainframe North MASH v 3.3.2. For Maya 2012 - 2016.
