The problem is that the whole scenario Disney created for the Sequel Trilogy is completely irrational. A nutless New Republic, a non-existent Jedi order, the First Order... all of it exists within 20-30 years of Return of the Jedi because it MUST exist, or else The Force Awakens would have to be something other than a remake of A New Hope.
This is the reason I haven't been able to get into any expanded material that's come out in recent years, like The Mandalorian, Book of Boba Fett, etc. Because I knew that, however good these individual shows were, they would eventually hit a brick because we need everything to be wrapped up and nonexistent so The Force Awakens can happen.
The Mandalorian showing glimpses of a (at least initially) functioning New Republic, Luke Skywalker being a badass and training Grogu... I knew at some point whatever characters and storylines we had, it would end "just because." The New Republic demilitarized "just because." Luke Skywalker called it quits "just because." The First Order is simultaneously an Imperial Remnant and a limitless empire "just because."
I had a feeling that all these rumors of a new timeline weren't true, with the World between Worlds or whatever it's called from Rebels supposedly altering the timeline. God knows I wanted them to be true.
This is why I'm done with Disney and this continuity.

We already know that the New Republic is leaning heavily on droids to make up for labor shortfalls on prisoner transports. Even the scrapword that Miggs Mayfield was sentenced to was staffed by droids.
As far as the state of the NR in the aftermath of the Galactic Civil War, it's not surprising that it is bureaucratic and incompetent. Think of the Articles of Confederation adopted after the American Revolution. If the US had tried to continue with the Articles instead of adopting the Constitution, I doubt the US would exist right now.

The old Republic and Empire made the mistake of tightening the hand too much until the galaxy shattered in their grip, the shards of systems puncturing and cutting them until they slowly bled out.
The New Republic, not wanting to follow the example of its predecessor, gathered the fallen pieces and slowly began to put them back together. However, they kept their grip loose and allowed the shards to fall freely from their hand, again being left with nothing.

Two things I want to get out of the way. one, there is one critical difference, in terms of how the new republic existed between Canon and legends. In legends, the galactic Civil War, technically continued on for another 15 years after the battle of Endor, it only ended, following the signing of the galactic concordance in legends, and even after that the imperial remnant technically still existed, and was well known. In Canon, the imperial remnants, does exist, but the pockets are so disconnected, and so bent on staying out of sight that the new republic actually have difficulty finding them, and therefore can’t pay them any mind, not to mention this is not the majority, the vast majority of imperials fled into the unknown regions, And became the first order, and/or any of the armies that were built after it.
Two:there is an entire faction of politicians in the new republic senate That could basically be defined as imperial apologists. (with a large number of them actually being moles for what would become the first order). The compromises Mon mothma was forced to make were very likely intentionally made to sabotage the new government by people who wanted to do so. And considering there is now known to be a group of individuals in the galaxy, that flat out worship sheev palpatine as some sort of god. I wouldn’t be surprised if they sent it is just a metaphorical “flock of wolves,” as well as a dark inversion of what it was during the early imperial era.

The problem is that everything is much easier when everyone has the same goal, during the civil war everything was quite clear you had to defeat the empire, but after the enemy was defeated all the factions in the alliance probably wanted their part, not to mention that from the beginning Mon Mothma in his ideas wanted to recreate what had been lost but after 20 years of empire and civil war it was an almost impossible undertaking, beautiful ideas are such until they clash with reality.

To the systems that are not part of the Third Republic, I guess they have the rights to refuse to help. But if they are motivated by some offers or monetary gains, then gaining help from the Republic will not be completely out of question.
Also, can anyone tell me why autocracy is bad? So far, democracy is failing here because it welcomes debates. What we needed is a strong leader who does not welcome debates and is decisive about all the problems. Someone who is NOT Palpatine, of course.

Why autocracy is bad? Besides historic examples, here is the thing: There is no benevolent-enlightened dictator. Power always corrupts. Democracy is supposed to be all about debate, discussion, checks and balances, and compromises. Equality, sentient rights, all that jazz. Debate is not the issue. It's when you have gridlocks, corruption, badly built systems that allow gridlocks to stonewall/delay/not let anything happen, as well as inefficient policies with no real policies on how to deal with their shortcomings. One is able to criticize their rulers (free speech), who work under an agreement: They get given power in exchange for them working to make the lives of people better, them keeping their promises, as well as improving things. If one is not happy with their rulers, one can simply vote for someone else instead to be a ruler. If one feels like it, they too can just work to be elected. Democracy is not in my opinion a good system by any means, but it's the best of the worst options. It always needs it's crises to keep evolving, though, for it can't stand still less it rots away.

The failings of the New Republic is not down to too much democracy, but too little. Do the people really have power here? I doubt so. Did they get rid of the Imperial bureaucratic oppression machine? No, they kept it, but gave it a new coat of paint. Corruption is still rampant, and the New Republic failed to learn from the past in order to ensure it does not repeat again. Instead of learning, they just rebooted the pre-empire Republic with all of its problems and shortcomings clearly there. It shows a return to the old, rather than looking forward to the future by removing what did not work for the old and reinvigorating the system that was dismantled. A democracy is only as strong as the people who hold power in it are, so it requires a well-educated, interested and involved peoples to make it up. Apathy and tolerating all the little accumulative evils is poison, and to remove the poison once it spreads is a chore and a half. For by then, corruption has seen people seated in power who are jury-rigging the democracy to only give them what they want, and from there it's a short slide to authoritarianism or a non-liberal democracy. In such, even the people who support the way things are ruled are not happy, because they are laboring under the illusion this is good, yet things around them are showing they are not.

In the NR's defense in this instance, a known mercenary leader who currently rules (it's not clear if Navarro has had a proper election or not, and the NR might be suspicious of any claim from Karga that any one they did have was fair) a planet that is outside of the New Republic, does not pay Republic taxes, follow Republic law or contribute to its military comes to the Republic and asks that, with about a day's notice, the Republic come and bomb some people who are threatening his rule. He insists that they are bad guys and pirates who attacked unprovoked, but wouldn't anyone wanting outside military intervention say that about their enemies? As far as the Republic knows, this is an ordinary power struggle between equally nefarious Outer Rim warlords.
Now, WE know that the situation is what Karga says it is, and Captain Teva is fairly well-read about the situation, but it does seem like someone higher than a colonel needs more than 5 minutes of studying the issue before they go send off brave Republic pilots to get killed and expensive taxpayer-funded fighters to get shot down defending a governor who is, at absolute best, a freeloader.
While the spy's "maybe they'll think about signing the charter now" line is labeled "Imperial thinking", it's not strictly wrong (if no one pays Republic taxes until they are personally threatened, the Republic won't have the budget for any military, even their downsized one), and one could argue that the Republic sending military forces to kill people outside its borders who aren't threatening its citizens is also "Imperial thinking."
    Governing is HARD.

Legends New Republic: Our military is strong, modern and battle hardened. We just crushed our third Imperial warlord this week and we will liberate the entire galaxy, by force if necessary. To these ends, we pledge our honor, our property and our lives. For the Republic!
Canon New Republic: Nooooooo we need to demilitarize to keep the peace! There will be no more fighting now. Imperial warlords? Lets worry about system membership instead!

Seeing the New Republic in Canon is not only a source of upsetting intrigue but also inspiration, as this fleshes out why are they reduced to meat shields in Episode 7, They have a New Capital Ship with a powerful tractor beam, a couple dozen bases in the Mid Rim yet we don't see them be places of Resistance against the First Order, (probably because they didn't exist) as Someone who Watched Resistance Season 2 one of their Senators from Hosnian Prime is still Alive and mentions that the Galaxy is at War, yet the only glimpses of that War we see are the Invasion of Mon cala (Alligence Comics), the Raid on Corellia (Galaxys Edge Smugglers run), the Liberation of Batuu (Rise of the Resistance) and Black Squadron trying to lift a seige on a Allied World (Poe Dameron Comics) and the only way we'll see a Starhawk fight a Resurgent is when we decide created it with our own imaginations, something a Few of us Fans who are still passionate are capable of doing

The New Republic is basically France from 1799 to 1871. In that span of 72 years they went from a Kingdom, to a Republic, to a Roman style republic, to an Emperor, to a Kingdom,to a Republic, to an Empire, to a provisional government, then finally to a Third French Republic. There was also a Communist revolution in Paris that last three months so the New Republic being incompetent makes sense in the grand scheme of things.

    1) The Rebel Alliance was the alliance to restore the republic. The days of the Republic, the corruption within the republic was so bad that Count Dooku was disillusioned and left the order. The new republic is pretty much the same like the old republic. Their principles were the same. Corruption was not something new. Governance wasn't really their thing, fighting was..which is why they fare so well in fighting but horrible in governance. The writers did a great job here highlighting that a revolution that overthrew the government may be great fighters but may not be good with governance.
    2) The Rebel Alliance mainly fought in the outer rim sections away from the core world. The core world under the Empire were actually not favoring the rebellion therefore when the new republic takes over, new officers in the New Republic would have easily made up of former imperials. In the case of G68, the system allowed her to be doing as she pleased after all the Admin could very much be an someone from an Imperial core world. For all we know and the core world has never really cared for the outer rim that much. The sentiment of how the core world treated the outer rim worlds are what led to the Clone wars where the CIS worlds just want to leave the republic. The clone war never really came to the core worlds except perhaps Corusant? Even most rebel activities were in the outer rim so caring for places like Nevaro wasn't on the priority list.
    3) The setup for the New Republic is actually very well done in the Mandalorian as it will soon tie in to how the Resistance would form later after Leia was kicked out of the Senate for being Vader's daughter. The system of the New Republic was so bad that it weaken them to a point when the first order strike, only the Resistance stood a chance. Even so in Battlefront 2, Leia instructed Dee to go to the outer rim for help. It wasn't because the New Republic was completely destroyed, it was because they were either too weak or not willing to help. Probably even waiting to welcome the First Order as the new Empire to bring order.
    4) The core world never really see the need for a strong military as it feels like unnecessary expenses. The Clone war was an example of how the Core world was upset about the military expenses so decommissioning the navy was something the core world would vote for but not the outer rim worlds. The compromises needed to make the new republic work will have to include both the core worlds and the outer rim (places where the Rebels and former CIS worlds were active). Also why in Episode 9, the ones who came to Exergol were from the outer rim as they were probably the ones who had some form of belief in keeping some military force around.
Overall a very good setup for the sequel trilogy.
