As in rule 3 it says CBD vessel is power driven vessel. So you need to take action to avoid situation with NUC OR CBD vessel. Reduce the speed as you can not alter course.
@@Sailorguy07 in overtaking situation vessel whose overtaking will keep clear. But also we can add that as a vessel is NUC OR CBD, as per good seamanship practice we can also try to avoid close quarter situation as the vessel NUC AND CBS are restrain to take any action

Good day rohit .... If fishing vessel is crossing in TSS from port to starboard its fishing vessel duty to keep clear of us... As it is mentioned in rule no. 18 that rule 18 does not apply in rule 9 , 10 and 13. I hope this make your doubt clear ...🙂

On 2b As per some surveyors 2b never said to deviate from the rules they said basically what rule 2 b is saying that while you follow the rules you have to have the regards of all of the mentioned things in 2b it is never saying you to deviate from the ror and At all the times you have to follow ror otherwise as said in 2a no one will be exonerated is it correct?

Wrong interpretation " Except where Rule 9,10 and 13" It does not mean Rule 18 is not applicable in 9 and 10 , it only overrides some places where the sailing vessel or vsl engaged in fishing impedes the passage..
