sir correct me if I'm wrong but i think with reference to Annex 1 the practical cut off in the forward light is 1-3 degrees and not 5-6 deg.
Yes thats correct 1-3 degrres is cutoff for forward light .. but for the sector

3:22 sir what if the B vessel doesn't take action at proper time so what should we do as we cannot alter to starboard.
You can reduce your speed dont overtake the vessel on starboard side .... Keep yourself behind the vessel C then you will have space to go starboard..

Then you take action as per your responsibility rule no. 18 As power driven vessel need to keep clear from all other vessel you can take action on either port or starboard side to keep clear from the vessel ahead
