sir correct me if I'm wrong but i think with reference to Annex 1 the practical cut off in the forward light is 1-3 degrees and not 5-6 deg.

You can reduce your speed dont overtake the vessel on starboard side .... Keep yourself behind the vessel C then you will have space to go starboard..

As power driven vessel need to keep clear from all other vessel you can take action on either port or starboard side to keep clear from the vessel ahead
