I tend to go for mostly flat maps with either a huge mountain in the middle for hydro power or a 1 level up parameter with sections cut out for connecting to the other cities, again for hydro power. I also add the waterfalls in before I start the city so I don't have to pay for it 😄
I think busses are available around 1912 or so. Also, light zones don't need water, though they don't develop big buildings and water does boost land value.

I had the same strategy as you about energy production. However I put waterfalls during map editor, not after so that I saved more money.
