It's a great accent and so hard to do without sounding hack. Peter Sellers was super-talented. Ronnie Barker pulls it off with similar brilliance to PS, in the timeless and hilarious sitcom Porridge, that began three years later.

Sellers was so much better vefore he went to America. Take a look at him in I'm All Right Jack, so much better than the juvenile Pink Panther stuff.
