The funny thing is, Weird Al almost predicted that Rocky would open a restaurant in a future film. Just wrong about what kind it was and what movie it would be in.
I believe the "13"/"XIII" is parodying the concept that Hollywood likes to sequel a movie/concept to death (Rocky, Friday the 13th) and is taking to a point that they have struggled to come up with a storyline
