To answer your question- all sunset weapons will be useable and bungie hasn't stated how we'll be able to get any that are not in the kiosk. They did state that they would come back in some way. They just haven't specified yet.

They’ll probably make an engram for specific focused past weapons that way players can more easily grind for those og weapons or they could make some of them new comp weapons (I just want there to be some sort of barrier to getting these guns not just given out freely like the brave weapons)

I think they just meant they’ll keep doing what they have been and reprise older weapon sets each season with new perks and craftable. I think people took it as something else but I imagine it’ll be like 4-5 reprised weapons each season like it’s been for a while.
