It's a generalized example of using the phrase "first-world problem" to diminutize someone else's problems. If a friend rants about a problem, it's courtesy to not go "oh that's such a non-issue in the grand scheme of things", which is what saying "first-world problem" means. He isn't gaslighting. I'm sure you've met at least one person in your life that does this?
