This country used to have it mandatory in school to learn about firearms. This was before WWII though so don't expect anybody from that era to still be around to testify to that but this country did have classes in high school separate from the Rifle Teams that taught young teens that are becoming men how to operate firearms safely. We need to bring those classes back as well as the fitness standards presented by JFK.

DoD Non-lethal weapons instructor here. On tasers, it essentially comes down to rather or not the taser acievers Full NMI or Neuromuscual Incapacitation. In other words, did the probes land far enough away from each other, AND make solid contact with the persons skin in order to connect the circuit across the persons body. If the probes land too close, its basically pain compliance becuase the electricity is flowing through a small part of your body. If the probes get caught up in clothing and dont make good contact, diminished effect. And then obviously theres drugs. Thats a whole other subject that i dont feel qualified to speak on. On a side note, the $15 stun guns from walmart dont do a fucking thing but hurt.
