I think this may be the only guy to actually just be a gentleman. Not using to flirt, seem condescending or passive aggressive, get laid, or get righteously angry. He's also not overly polite or disrespectful to anyone without due. And the few times we see otherwise, you can see genuine care behind everything.
And he respected the woman of his dreams enough to not make a move until it was appropriate to do so (i.e when she was no longer going to be Queen and and had the mental ability to think of smth else besides her countries future) and then respected her no with grace.
I always thought it was the moment he said, "She's going to run." Like he realized in that moment he cares for her and understands her not as a body guard, but as family.
@danyg4063 He had so many caring moments with her before that moment. He defended her to Clarisse when he said she was being too harsh as a grandmother, he lifted her up when Lily was ragging on her, and he joked with her constantly. A security officer who is only doing his job wouldn't be that invested in her feelings.
The scene of Joe and Clarisse dancing after Mia has left is my favourite out of both the movies "you've been wearing black too long." It is so simple yet so elegant, classy and beautiful. While their wedding is my favourite from "Royal Engagement."

One of the best parts about this relationship is that it's not something you see often. A romance as sweet and gentles as this blossoming between people older than 40 or 50 (and I'm only guessing) is so rare.
