I can reach even higher than that, the real thing that made him in one of the best singers of all times, is the way he reach those high notes with "true voice", also called "Chest voice", i mean his "tessiture" (the region where male sings without using falsetto). Try to listen to "Angra - Carry on", you'll see a guy reaching even higher notes, he also have Perry as a inspiration, any sane singer would haha, Perry for me is the best singer ever! Also Sam Cooke, that even inpired Perry.
People forget basically every hit song Journey had was Steve's song. Arnel is simply not a musician or a song writer, but in a way an impersonator. A very good one, but Journey have't had a hit since the 80's.
when you love a woman was a hit from the 90s, very similar to other of their ballads, trial by fire had some solid songs, about half of the album to me is on par or close with the best material they've written.
