I'm a dude, I sew canvas bags, compression and stuff sacks, zipper bags, mesh bags, camping gear, motorcycle leather gear, sew patches to my leather, repair lots of stuff, etc. Mostly heavy duty work. All my machines are vintage metal machines, including an industrial table walking foot. I have some "home sewing machines", but they are older. I don't own a plastic machine, but I'm feeling the pressure when I hear terms like "use a stretchy stitch".
I really want to make my wife some of these headbands to minimize her hair tangling when on the motorcycle. But I have no idea if any of my machines do this "stretchy stitch" thing. If someone could point me in the direction to learn more about this technique, I'd be grateful.
Also, the ladder stitch tutorial was helpful. Something I struggle with.

Thank you for the video. I like the way you explain what needs to be done. I have been wanting to make a headband like this but would like a hidden zipper inside of it to hide something inside in case you want to not take a purse and don’t have pockets. Do you have any tutorials that you show something like that?
I don't, but all you need to do is add a zipper into that seam on the headband.

What’s the best setting for serger headbands? My thread keeps popping.
You'd want to check the manual for your specific serger, as well as checking the tension on your machine.
Is it a 2 way or 4 way stretch fabric?
All of these are 4 way, but 2 way would work as long as you cut it so the stretch runs around your head.

This is the same tutorial that you gave for scrunchies I was expecting one actually using the fabric for a headband. Disappointed.
You sew them the exact same way.
