2 Cars In Front of Stop Bar

Gee. What is that line for that's across my lane? DUH!
2 cars wanting to make a left turn failed to complete their turns when the traffic light changed. So now they are technically in the intersection, in front of the stop bar and blocking any traffic needing to make a wide right turn. Brilliant people! Just brilliant!
