We don't even know who landed the final blow.She also got help from several captain and you can't scale her based on that feat alone. The fight context is still missing, for all we know she could have die early on.
She isn't the most powerful fighter in her time either. Kikoru surpass her mother (literally using her suit) and she's still below old Isao. How is she even the strongest? There's no statement, Isao was called the strongest in Defence Force history noy her.
And also she has no good feats other than that. All the Kaiju in the second wave arc is stronger than any Kaiju she has fought except no 6 and like I said you can't scale it considering we don't even know how that battle really went
Leno is wearing Kaiju No 6 suit,on top of that his techs are more advanced than Hikari suit. On top of that Leno had ton of hax. She isn't top 4 based on the feat she showed
