The lenses on all the lighting is clear and does not show as red or blue when deactivated. When driven on the public roadway, the lights are covered.
This is a former fire rescue vehicle that was equipped with deactivated lighting / equipment. It's entirely possible that none of the lighting on this vehicle will ever work, and the equipment left in the car - may have been left because it is obsolete.

Got my 2010 marked police Vic for $370 where I work. 94,141 miles on it. Took off the light bar and decals. Keeping the cage and console in. My favorite childhood dream car is now my own. Day the engine meets the end of the lifespan? I'll rebuild one with some heavy duty racing parts for longer lifespan.
I had lights on my p71 drove it for months before a officer explained to me I could not have emergency lights on my car.
If I was going to drive it I would remove them if I was going to collect it I would leave them on.

My lights were on the push bar they were not hooked up.
I retired in 2000 as a plainclothes investigator. Only had one Chevy in my career. All the rest were Crown Vics. I kept my last one which was a 94 until I retired. I didn't want to give it up. They were great cars and ours were well maintained. Actually fuel mileage was not bad at all. Much more comfortable then the Chevys, better interiors. I saw it pegged on 140 once.
You can check the idle hours easily and by just hitting the odometer button twice
The ONE thing on a Crown Vic that will significantly change it's look and the way people treat you on the road is the center caps. I have both and when I use the full wheel covers you can just tell that people don't really notice the car as much. But when you bust out the center caps its like a beacon for people to behave around you. It's really weird how such a simple change can get such different reactions from people on the road. Try it!
Yeah, right now the car just blends in... except for the lights. No push bar, no spot light, and like you noted - full hubcaps. I'll have to put the center caps on just to see what everyone thinks of them.

If I had a Crown Vic, I would make it into a roadside services vehicle, with just about everything else, besides the towing and extraction, aspects of it.
For towing I would call up a buddy that's got a truck, and give him the towing aspects of the work, and he can take it from there.
And have the orange and white lights on the roof, or orange and white lights hidden behind the front grill, and inside the car, with the chrome center caps on it, and maybe put a push bar on the front.
That will have people keeping their distances, for my own safety, for when I roadside service the vehicles, on the road.
It be a legit roadside services vehicle, that just looks like a interceptor.
Also keep some Roadside services cards inside the car too, with the roadside services stuff like jumper cables, power boxes, tools, etc. some behind front seats, and others in the trunk.
Other option is get a tahoe or suburban, and do everything, including shaving a flatbed trailer behind, and with a winch too.
Being a fire dept vehicle makes it even better because you know they didn't run the shit out of it the way they typically do police vics. The lights definitely have value and they're undoubtedly the name brand variety, such as Federal Signal or Whelen, and not a cheaper aftermarket knock-off. The Motorola two-way radio has the microphone removed so you obviously can't transmit on it but it's still crazy how they didn't remove anything. Definitely not the norm.

The XTL5000 is i mainteance mode because it's a remote radio and no radio is connected, just the control head. The control head on the bottom is from an Orion or M7100, they have a lot of EDACS stuff in FL.. The first bracket in the trunk on the tray is for the Orion/M7100, and the BIG power connector with 2 screws on it is the power connector for it, and the DB37 (Yes, DB37) connector goes to the control head up front...
Keep it the way it is, as a survivor and a show car, if you get the lights working put a master switch in the trunk so you can kill everything when you need to.

Had an old caprice detective car. It had the LT1 350 in it. It cornered like a camaro. And went like hell! I gave it to the wife so i would keep my license. Lol!
Always wanted one of those Caprices. I love the 95-96 models.
That car in mint condition today would be the greatest daily for me, i love those GM cars. I daily a '05 crown vic lx for the size/everything about them.
I hope some manufacturer will bring back FULL size sedans that are tough.
Now hopefully your wife does not have troubles keeping her license, with a car like that.

Good buy! I had a '92 Ford CV Interceptor (square body) with a 351W. Ran like a scalded cat, had it up to 105 mph very easily...was a fire department vehicle too. Gave it to my father. Brother ran it into a ditch because he is a terrible driver. I miss that car.
The Crown Vic might be the best vehicle ever built. Handles great, looks good, large & safe, easy to maintain, fairly inexpensive to maintain, etc.......
My car was sold with almost everything still on it except the lights, siren controls and decals. Other than that, everything was still there: light control modules, headlight strobes, siren box, cage, window bars, plastic seat, center console, all of the original wiring (cut off right were the thing controlling it was), the list goes on and on. My car had a bad transmission when auctioned off, so I figure that the department assumed that leaving everything legal on it would make it sell for more. It still has 88,000 miles, with a recently rebuilt transmission that runs like a charm.
You truly have a unique piece on your hands, and I would leave it as stock as possible. Its hard to imagine it now, but this thing will be insanely rare in 20 years, hell, maybe even a collectors item.
I agree with you. I've been trying to find a decent 95-96 Caprice and they are really hard to find in decent shape... usually they are butchered (crazy wheels, race car engine mods, and other stuff that I don't care about - I'd prefer a plain stock 9C1) with all the CVPI's I see in the local junkyards, I know these will be rare in about 20 years. The average person just throws the car away when something in the power train fails (like the transmission), since it's more cost effective to buy another $2,000 CVPI.
glockumollie I never said the Crown Victoria itself was rare. I was referring to department specifications, as in the vehicle having original equipment that was not installed in the factory. That is what's hard to find, for that equipment is almost always removed and reused, and only a small percentage of Crown Victoria's actually have most of the original equipment on them. Things like original wiring that's only cut at the ends, cages, original sirens and strobes, center consoles, gun racks, lighting systems, etc are all very hard to find on original cars. While you can find many fully equipped Crown Victoria's for sale, many of those do not have the original equipment, for most of the stuff was added on after retirement. Original cars are something that will be worth way more than a replicated car many years from now.
I'm a former firefighter from Kentucky, & our Fire Department had purchased 4 (let me clarify, 2 were purchased in 1988 that were the LTD Crown Victoria, used for 4 years until they purchased 2 Crown Victoria's in 1993 used until 1997 when the department purchased 2 Expedition's & 1 F-150 for the Fire Chief, after all of that the Department went to strictly pick-up trucks with LED Lighting) for the department.There were a lot of vehicles for our department even though our community is over 30 square miles in area.

I just couldn't resist. It was too clean, well taken care of, and even though it "looks plain" it's got all the V8 power - so I had to buy it. After a good wash, it's looking fresh too!

92k miles on it, like new, they won't go away no time soon, there's a lot of them out there, the one my son has a 96 Lincoln Cartier those are disappearing.
Wow what a beautifull car in such a good shape! Yesterday I saw my very first Vic in real, I live in the Netherlands and they are very very rare to see. Definitely going to buy one in a few years.
I know in Iowa there is nothing that requires all of the equipment to be removed/disconnected. A friend of mine purchased a 2008 impala at a dealership, and everything still worked. The only thing missing was the light bar on the roof. Even still had the cage.
Those Impalas would be the BEST daily/family car if you could get a luxury interior.
Although sometimes i would like the divider for transporting my kids!

@@chrisoconnor3119 : It seems Chevy still makes the Impala today and the Caprice PPV ( As I remembered the Caprice PPV is only sold to police).
In the 1990's Chevy made the SS Impala, which has the V8 and its Rwd, which is pretty much a luxury version of the Caprice Classic.
You could also go for the 1980's version.
A local dude where I now live in Seattle drives a used Crown Vic and painted in the Seattle Seahawks livery, with the words "12 man patrol" in big letters. 12 is a well regarded number for football, as it was created in respect to the fans. 12 is also slang for police.

First off, great video.
Second, the power cables & wires all disconnected at 9:20 in the video, the big one with the multipin connector very likely goes up to that screen in the front which was part of their two way radio. The smaller cable in that bundle, with the silver threaded connector on the end, I bet, if you follow it, goes to one of the antennas on the trunk, probably the one closer to the front of the trunk & also the taller one of the 2.
The power connectors back there, provided power to the radio unit that used to be in that spot. The multipin connector, then connected to the radio unit that was once back there & in turn that screen up front, would show radio channel information, allow you to control volume of that radio, change channels & turn it off entirely if you wanted to. The missing unit in the back, contained all the radio frequencies for communicating with dispatch, ems, possibly police, etc.
The round connector on the bottom left of the screen is where the microphone would be connected, though per your video you took of it at the auction site, it never had a mic installed, so it was likely just used for listening to other frequencies (possibly police). The unit below it in the console, with the mic is also a radio (not sure what brand or model, but I've seen it before), & is likely THEIR radio that they used to communicate with dispatch, ems, etc. (looks like they just left the entire screen & that's it, since it doesn't turn on).
It's very clear why they removed the box, but left the screen. The screen isn't much use without the radio unit, but those screens on eBay (with a mounting bracket), upon searching are worth anywhere from USD $104.99 to USD $119.99 in used condition. Just the screen & the bracket as seen in this eBay listing (www.ebay.ca/itm/142790386635).
The screen up front, that you said is the only thing that lights up & is in a "maintenance mode" is the control head for the two way radio itself. The box that was in the back (as I said above) is the actual part that contains all the radio information, such as the specific frequencies. The screen basically just does what I mentioned above.
Here's en eBay link of that radio model (XTL5000) with basically all the parts for it to work, & to allow it to be setup the same way that car was. The one in this link doesn't have that big multipin cable seen in your video that's wrapped up, but is still setup to have the screen (AKA control head) mounted in the front, while the actual radio unit is somewhere else in the vehicle, such as under a seat, or in this case, in the trunk. Without the radio unit being in the trunk, the radio commonly looks like it does in this eBay listing (www.ebay.ca/itm/202259572537), with the control head connected directly to the unit. The cables & such to separate the screen/ control head come as their own individual kit.
Anyways, apologies for this very long comment & how I jumped around on a few things, but I hope this helped shed some light on what those items were previously used for before it went to auction, & maybe helped make a decision if you should just leave them there, or try selling them on eBay.
In June of 2018 I purchased a fully equipped and fully functional Pierce Fire Truck that came from the city of Memphis. The company I purchased them from had 6 to choose from. It was a used truck company that was on consignment with the city. I has a Detroit Silver Edition 92 diesel with duel turbos hooked up to a Allison 4 speed automatic. Cost in Florida where I am from would have been an average of $20,000 the cost to buy these trucks was $5,500 EACH! Mind you there was only 2/60 AC (for the uninformed that is 2 windows down and 60 mph). Top speed on the truck is 65 mph but I recommend staying at 60 mph. To drive the 860 miles home it too 2 days easy driving and I averaged 14 miles per gallon. So for what is worth if you look around a bit you can find police and fire vehicles equipped like the one in the video. Oh yea I for got to mention the engine only has 142,000 miles on it while that sounds like a lot on a Detroit Silver that is not even broken in yet they will go 1 million before major over haul, I will not live long enough to do that because it only gets about 200 miles a year for parade use

I loved the video and I think you got a rare one at auction! The most amazing part of the car was the paint job wasn't shot. I've owned 3 Crown Vics, one 2002 training vehicle with no extra lights and wires, one 2003 patrol car straight from the PD with all the strobes, wig-wag and siren still present but cut, and one 2005 fire chiefs car with everything, including the siren, still attached and functioning.
The 2003 was a black and white, so I asked a Highway Patrol buddy what I could and could not use and/or keep attached to the cars. He said they didn't care what the car was painted and that any strobes that were amber, red or white were fine. Blue was bad unless fire related and red/blue combo was trouble. Oddly enough, on BOTH the 2003 PD and 2005 fire cars, I only had two small push bumper blue leds. I put a layer of clear packing tape over their lenses then spray painted them black. All the other strobes were left as is and are now all operable.
You have a VERY good console set up there, with a cubbyhole armrest and cupholders. That's a good $200 value right there. You keep it for sure. I might want to shitcan the radios and swap them for cb's or scanners. You'll never get the emergency radios to work, as other commenters have said. All the switches can be repurposed. MY 03 still had the strobe controller in the trunk, but no control head. It was easy to reconnect. You don't need a special head, just many free switches and the manual to your controller model, which you find on the internet. My guess is that you have 2 front strobes, 4 rear, the windshield Whelen 3 light led is unusual. That one would be questionably legal, but the 4 side window Talon RR leds and a Whelen Inside Edge rear deck Led bar are probably all legal. They are all really expensive pieces to pick up on ebay, but you might get away with none of them being blue. Blue is bad and even if you reconnected them all by simply re-splicing the cut wires inside the console, you've got to change the offending color heads. Amber heads are the hardest to find and the most expensive. May whelen led units use the 500 light head. I switched out my R/B Talon rear deck heads for Amber heads, keeping the housing. It wasn't cheap, but it worked.
The strobes probably all work and I think the only thing I'd take out is the front windshield LED. Or just leave it and don't connect it. Since it is a fire car, your transmission isn't probably shot to hell. What are your idle hours? With 97 miles it'll go a long way. I'd reconnect everything because it will add to the resale value. I bought my 02 for about 2 grand, put lights in it and sold it for 3k to the first guy who looked at it, even though it had a lousy paint job. The lights are what sold it.
Don't worry too much about impersonating a cop. I've only seen one Crown Vic owner doing what I thought was impersonation and he didn't have specialty lights. He'd go fast in the fast lane, get right up behind the car in front of him and quick flash his high beams, mimicking wig-wag. The person would take a quick RV mirror glance and get out of the way, then get pissed as the guy passed. That kind of behavior will get you pulled over eventually.

The 2 radios in car are just the heads. They pulled the bricks out. They are useless without the brick.
In my area Fire Dept. CVPIs are red, so I guess it differs by jurisdiction.
Looks like a good start for daily driver and/or show car. Get the accessories to work but with a main power cut out switch/ breaker in the trunk area.

Barry Allender fire departments usually don’t remove any equipment. If you ever see a fire engine at an auction, the department leaves everything on the truck: sirens, lights, decals, the list goes on. I’ve seen regular vehicles left with this much equipment on them, hell I’ve even seen cars with light bars still on them. Fire departments just don’t have the funds to pay someone to remove all of that equipment, whereas a police department does.
all the radio equipment can be replaced with ham radios the lights to amber white it is perfect for storm chasing and auto accidents photography... i have had same systems in many of my cars without any problems for years
Remove all equipment from VECHICLE just As Instructed at auction. Then if you wanted the lights could be for 12vdc inside dance room or something to that effect. If myself I'd paint it all one color as well . Looks as though you scored an excellent VECHICLE.

That's nothing. I bought a late model black and white Vic from an auction out of Los Lunas, NM that was fully equipped. I mean it had all of the original fully-functional warning lights including LED light bar, headlight and rear light flashers, siren, pushbar, prisoner cage and multiple rifle racks. I sold it to a a cop in Austin. It was a kick to drive locally before I sold it. It is legal in my state to drive a car that was as long as the lighting is not activated. Wish I could have kept it, but I needed the cash.
You could switch out some of the lights, or keep the ambers, if it has any. In my home state of California, anybody can have amber and white flashing lights all around. You just can't drive around with them on and you can't block traffic with them on (unless warning other drivers of impending danger). You have to pull all the way off the road and use them. You can block traffic only if performing the duties of construction or utility with permits. Yellow and white lights can flash alternately, but red lights can not. I use white flood lights (day use only) in the back of my personal work truck in conjunction with certified red Whelen brake, tail, turn lights that flash when the emergency lights are on, not alternately. I am going to add amber lights soon, that can alternate. The most important rule here is NO red lights up front. Washington state is more lax regarding the red lights up front for tow trucks. Arizona is the only place I have been where fire trucks have blue lights with red and amber. I used to live in Japan where police cars have only all red lights. Most other counties I have been to the police use both red and blue, or only all blue. The border patrol in California uses red and green.
I went to the auction and got a 2014 Ford Police interceptor and it had everything also. This car is in very good condition and all the stuff works. Lights, Scanner, Radio, ECT. The car looks to be in perfect condition. I put 10,000 miles on it and it runs like a top. No one passes me on the highway. Love my police car.
Keep it as is. That’s a really clean install on it. Could always sell it back to a VFD that needs a squad/Chiefs car

The piece you're missing on the trunk shelf is the main control unit for the radio in the console

In FL, amber/clear flashing lights are legal. Red/blue are fire/police only. Great car, looks well maintained. Enjoy!
Would love to use LE sedan for Uber. Only issue I feel would make this a bad idea would be fuel economy. Those cars can burn through some fuel ;)

The wiring diagrams should be available from whallin or one of their sales outlet. Dept's don't take most equipment because they don't want a new cop car to inherite a bad PA system or other critical patrol equipment. This leads dept's to having a garage/hanger queen that's spends 2-4 days a week in the shop and very low mileage when it sold off.
If you ever find one of these strip the cop stuff and it could fix the problem?
Some of this could also come from moving an almost worn-out light bar that has mechanical motor for in the light bar that draws to much current and died in 30 days this is how we ended up changing out every light bar we had it was that big of an issue.

I actually thought I saw a police version at an auction in the Ocala area - but it was just a CVPI with the Grand Marquis grill on the front. I didn't even know those grills could be interchanged like that (not sure how clean the grill install was, because I saw it from a distance).
Enjoy retired 30 years & last 20 years driving Crown Vics. IMHO @ least in my time period best police vehicle ever. Yes there are specialty vehicle clubs everywhere. Not just police vehicles, yes even those that collect fire engines, what is called professional vehicles as in yes, hearses! Even buses! I love them all! I think there is a story to be told of all & I too enjoy going to auctions just to see what is being offered. Best of luck to you I don't know honestly all up to you. They make a good personal ever day runner too though not great on gas, Consumer Reports one time rated them as one of the best American cars built in terms of value & overall safety!
So, the XTL5000 is set up as a remote mount radio, the missing item in the trunk is the brains of the radio, and what that big, black cable would connect to. The head has its own power source, which is why it is still lighting up. I've never really looked at Macom radio gear before, but it appears to be an encrypted communications system. I am assuming they disconnected the main power feed to the trunk and getting it all back on line would be pretty simple. What I would do, if you wanted to get it all up and working, is to install a power cutoff switch in the trunk so that if you go the show car route, you can prevent accidents while on the road.
Oh, radios like that Motorola don't have built in speakers, that's why there is speaker on the side.
I've never seen a Macom radio until I got this car. I've seen a ton of Motorola radios, but I've never really hooked one up or really thought about "how" they work. Just used them when I needed to and that was it. I'm sure something is unhooked somewhere, I'm just glad they didn't destroy everything - Then I'd have to buy a ton of connectors and really work at it... or just buy all new wire to reconnect everything. This will be a fun project car, just have to make sure no one thinks I want to pull people over. There's enough crazy people in Florida - I don't need meet them. LOL

Like stated above, the Motorola XTL is missing the RF deck, that Macom is probably a one piece unit so its complete. That empty bracket in the pull out tray is for the missing RF deck. External speakers are for both radios. The thing behind the console is a handheld radio charger . The other items in the pull out tray, one is a strobe power supply and I cannot tell what the other is, but I don't think that siren is remote. Judging by the antennas on the trunk the XTL was a 700/800MHZ P25 radio and the Macom is VHF system. If you can see the model number on the driver's side whelen box, you can look up what it is.
That’s so cool. Police departments normally remove all the lights, sirens, radio and other police gear. That’s so cool that you managed to get one with all the stuff intact included even if it isn’t wired up. It’s cool to have a survivor car.

When I was a kid, my dad bought a 1980 Grand Fury cop car, with the interceptor 360. That thing flew, he had it at 150 once, then had to get out of it because it lost oil pressure, which was common for the 360.

Put the sirens and lights in the house, and attatch it to a motion detector or trip laser, when the burgular comes in, its gonna scare the crap out of the burgular.
Also use the PA in the house for Karaoke usages.
As for the center console, use it as a drink holder for usage in the garage or basement.
Also run NON-ethanol gas. My 2007 with the 3:55 C6 axle went from 18 to 22.5 MPG! 0 to 60 in 7.5 seconds.

All of that heavy wiring in the boot is for a (MDT) known as mobile data terminal which is used for transmitting messages from base (HQ) to vehicle. It is a computer terminal

when i got my vic it had working headlight and tailight flashers, red/blue led lights mounted on the front and back windows also behind the grill.....all working as well as the complete stickers on the sides and the back. after i won the auction i kept waiting for them to be like were gonna remove all that first. but after i paid the taxes and had the paperwork signed they tossed me the keys and have a nice day....i drove home a nearly fully functional police car. the only thing they pulled out was all the radio gear and they cut the wires to the siren.
i got a rubber wheel and got all the stickers off and took all the red/blue lights out but i left the flashers and they still work to this day....... i still find it crazy they just let me drive off like that.
As a ham radio operator I'd love to have that radio equipment!

Enjoy the fantastic vehicle it is and drive that thing! Remove the crap electronics and put a center console in it that suits you. I updrade the stereo-speakers-tint keep 'er clean and ride in comfort! I drive a C.V. xl sport and love it!
Honestly this happens pretty frequently. I purchased a fully functional former k9 car with computer, computer mount, lights, light bar, bullet resistant door panels, push bar, siren, pa system etc. Not because I wanted those things but because it came that way. Check your state laws for rules as certain places it isnt illegal to have those things on your car only if you turn them on on a public road. I also purchased another vic with full lights light bar sirens etc. I took lights off but that was my choice I don't want to be hassled but it happens pretty frequently. Nice car! On a side note, I was actually propositioned to use my cars in a movie but didn't work out due to timing logistics. Keep it how you want check your state laws and don't be intimidated by any law enforcement who tells you otherwise. I know because I was pulled over by 6 cops trying to tell me i was attempting to pull people over which was a total lie and they let me go because I broke no laws they just wanted to check me out so they made a bogus story up. Also i recommend getting a dash camera just to be safe so you have record of your drives.
i think you should buy a big plot of land and connect back the lights and drive around the field.
In the police cruiser you bought , it has no catalytic converter and straight pipes , if you live in an area that requires emissions testing , are the ex. police vehicles exempt from that requirement , I would hope they still require the safety inspection , but do they have to be emission tested ?
The pull tray in the trunk what's missing is the radio system - what you have in the vehicle is the remote head of the radio that's been removed. I would carefully remove all of the kit and try and sell it to say volunteer firefighter. Remove the everything even the bull bars at the front because you will be pulled up and checked.
The empty spot with the wires and cables is to the radio that you said was in maintenance mode.
