Palpatine admired Malgus because the emperor already had all the power, politics, and cunning he needed but lacked that factor of intimidation of fear thru brute force that someone like Malgus could offer This is why he trained Vader to be a boogeyman and built a giant plant killing laser
Vader and Malgus both understood similar things to what Qui-gon understood about the force. The Jedi and Sith codes cease to serve their alignment in the force at a certain point. Both belief systems are actually ideals of governance, and seek to control the galaxy rather than serve their alignment in the force. Vader never truly cared for the Sith or the Empire, but believed that the dark side was the only way to bring order to the galaxy. Malgus outgrew the old Sith Empire and went back to his true purpose in serving the dark side through conflict rather than embracing the Sith ideology of his time. Qui-gon disobeyed the Jedi council and chose to listen to the will of the force itself, even following it to his death. Each of these characters understood that they served the force, not the other way around.
Vader had so much in common with him except for 1 critical thing which set him back. 🧠 Whilst Malgus was filled with nothing but raw anger, pain, and darkness, Vader was trapped in a never ending emotional conflict with his former light side self.
