I'm not sure in detail, how your friend go through the immigration, but below is what i assume might be the issue: Yes, each member need to have their own QR code when going through the immigration checkpoint. A common misunderstanding about the Visit Japan Web for family members is that, most assume that they can share the code between each other since everyone registered into 1 account. Below are a few points to note: 1. Even if family member registered into 1 account, each member will still have their own individual QR code. 2. When going through the immigration checkpoint, only 1 person at a time for family members, unless with small children. 3. Before proceeding to the immigration counter, each family member should have their own QR code with them. If you take photo beforehand, you don't need a wifi connection during entire immigration and custom process. I go through the whole checkpoints just using the screenshot for my Feb trip.

Hello, I believe it is the immigration clearance and custom declaration QR code, the new QR code combine the 2 into "1 QR code" that can be use for both clearing the immigration and custom declaration checkpoint.

Once you register your itinerary, scroll down to the immigration clearance and custom declaration tab and select it, then complete the steps. Once done, you will get the qr code.

It won't cause much problem, it just that you won't be able to use their "Tax-free QR Code" function.
