Its the new partnership system. A tier 1 team can partner with a tier 2 team. Advantages are exclusive scrims and possible talent exchange. The season this year is very poorly managed with few matches to qualify for each tournament. So Bleed cannot try out new talent. DSG will likely be trying out many Malaysian / Singaporean players and if they happen to find an insane player like how they found Demon1 last year in the NA scene, Bleed could take the player to tier 1. In return, DSG does get the support of Bleed in finding new talent and are also able to use Bleed's resources and facilities like their practice rooms.

Tier 1 teams can sign a contract with Tier 2 teams during this season. It helps with exclusive scrims meaning you don't have to check the schedule of other teams and come up with a common time slot to do the scrims. You can just do it whenever, since the partner team is there. Of course, you can also scrim with other teams during common time slots. You are also not worried about leaking scrims/ strategies to other teams.
Also, it can help you exchange talent between teams. If DSG happen to sign an insane player and some player in Bleed is not able to compete or is not playing well, they can bring up the insane player. It almost happened last year when DSG were about to sign Demon1 and did sign Yay. If a team had partnered with them last year (this system was not available last year. This is just an example. There was a roster lock last year.), they could have taken Demon1 (had he signed with DSG) or Yay up to tier 1.
FNC have also done this with a tier 2 team called Manditory. SEN could also maybe do this and lend Pancada to the tier 2 scene so that he has the opportunity to compete. If Pancada manages to win ascension, it would raise his value as a player again to new heights. More teams should do this. Its better for them.
