A fair law would mean such limit only by the first offence in the life of any suspect. Not by every repeat of it. Stupid parliament law only.
Seem like Czech Republic legal system is pretty useless against this type of scam and is okay for them to damage the reputation of the country.

@@tnickknight I was in Poland during the summer. I didn’t need cash for anything. I think I might have withdrawn maybe $100. It’s kind of pointless having cash unless you want to tip your server or Bolt driver.

Parole is not similar in European jurisdictions to the USA concept. Scam under 400€ are a misdemeanor in many EU countries, and we don't usually send people to jail for shorts periods in order to avoid the school effect of jail and the "networking". Take into account that rates of sentenced criminals committing a new crime in EU are half than in USA (talking in general terms is 60% Vs 30% in EU. We even have Scandinavians prisons were reincidence is lower than 10%). We don't love the unpunished criminals but penitentiary policy is more complex than it looks.
We need more people like you. Imagine a "scammer task force", harassing the scammers as they have harassed the tourists all these years! Keep it up! And pls expand to more countries! haha
Something has to change if people like the Honest Guide can catch these scammers multiple times a day trying to scam people and still not face consequences from the courts.

As Bulgarian living in Prague, I can clearly say that the problem is much bigger. All this criminals live pretty wealthy life in the home countries - there is numerous investigations how the money this guys steal here or anywhere else in Europe ending up in luxury cars and palace looking houses. Hats down for the guys, unfortunately the solution of the problem should come from both states - the home state for the criminals and for the donor state ( where they operate) . UA-cam can raise awareness but cannot solve it :( , I wish I was wrong . Keep up the great work guys. Thank you.

I am Dutch and living in the Netherlands 🇳🇱 , even deported they can come back ( freedom of movement ) deportation means nothing to those people..

All these warnings really seem to be deterring Billy. Billy will just get worse because he knows that the consequences are minimal

Because there was no other currency they probably couldn't proof anything. It is highly suspicious to be walking around with these expired Belarussian notes, but not illegal in itself...

I guess that police needed testimony from tourists who been scammed by Billy. Wallet with expired notes isn't probably proof of crime.
No testimony = no case 🤷
He was caught with just a wallet full of expired money which is not a fellony in itself so I guess sufficient evidence wasn't met to enforce the prison sentence.

It gave me goosebumps, i remembered how I was scammed for these guys in ATM, I ruined my day and my impression of Prague, which used to be romantic. Unfortunately the justice is very soft with them, so it will never end.
Moral of the Story: Billy can easily continue scamming people even up to 399.99€ now. Well done 🇨🇿, well done.

Meh… tourists have already cooled to Prague, having discovered other nice destinations. If Czechia wants this to continue, it will reap the rewards of that. Bratislava is just as nice and much more friendly.

@@MArk-yn4sp The targets of these scammers are almost exclusively foreign tourists. The elected officials don't really have to care as the tourists don't vote.

An advice: Buy a simple phone for 20€ for calling 112 if necessary and ALWAYS keep recording on your smartphone, because as soon you stop the camera punches are coming.
Some phones can't record video and make a phone call at the same time - so 2 phones are required. (see 8:12)

At this point, not enforcing cameras at every ATM or money exchange office is just the government being negligent. Hope this guy and all of his scammer friends are eventually gonna be meeting justice.
Wouldn't be hard to just step out of the camera's field of vision before asking people to do the exchange. These kind of guys probably know where most of the cameras in an area are pointed.
Installing cameras are not expensive; maintenance and monitoring is expensive and banks do not wish to spend the money. The ATMs are usually on rent and filling them with cash is also given to another agency - how often the ATMs should be filled.
or having signs or psa's around the popular scamming pages. maybe with pictures of known scammers that they keep letting go.

That’s disgusting. I live now in Prague and as foreigner I’m constantly threaten by some stupid MOI approvals to change a job, banks to withdraw my own money and being canceled if I do not have PVZP while not working officially in any company for a while. And this individual has multiple criminal records and does not care. What’s wrong with this system?

@@supaburger My guess is MOI is something like the MVD in Russia. The ministry of internal affairs. And a PVZP is a likely a permission to stay in the country for a limited amount of time under the stipulation of maintaining a certain employment. The guy posting this is upset because he is residing in the Czech Republic without meeting the requirements of his residency permit and the agency caught wind of that and is requiring him to prove he is employed. And he likely has little to no connection to the Czech Republic other than wanting to live in Prague. The scammer however has blood ties to the Czech Republic in the form of children that are Czech citizens, which is why they're not deporting him.
They will eventually deport the guy complaining if he can't prove his employment status to their satisfaction. I don't see a problem here.
So nothing happened to him, in the long run. He's still on the street doing what he always does. If the country wants to stop these criminals, it needs to get serious about punishment.

My brother and myself tested my dad's patience much more.
In May my daughter graduates with her 2nd degree in engineering. She's already gotten a great job offer at the engineering firm she's an intern at.
She's well adjusted, been married 7 years and they just bought their 2nd home. My daughter and son in law helped build a new church from ground up. So they're better off than we are. Every parent's dream. At Christmas we found out we're going to be grandparents!
She's just beginning to enjoy the rewards of her decisions and good behavior. I have hope for this world after I'm gone.

This is incredible! I was in Prague roughly a year and a half ago and withdrew money from that exact ATM! And a guy next to me offered to exchange the money (I guess it was Billy). He offered to exchange notes to make him a favor... It seemed fishy so we said no and the friend next to me also said that the notes were looking weird! It was a close call though. Thanks for your work guys!

Yeah so he knows that the Czech justice system will just slap him on the wrist and let go. This is the worst type of scammer, because he's not afraid of the punishment, it's basically a cost of running the business at this point. The fact that you film him and call the police means nothing, it's just a thing that happens once in a while and needs to be dealt with (like a flat tyre in delivery truck). Also, deportation won't happen: according to current EU law, it's very difficult to deport an EU citizen.
I know a few people like him. They collect tickets, fines, and sentences like post stamps. They don't care, because they never cross the line to actually go to prison for extended period of time, and even if they are ordered to pay a hefty fine, this won't happen, because legally speaking, they don't have income, and all their possessions amount to less than the camera you use for filming this video.
You say he already had 6 criminal records in Czechia. Now he has seven. What difference do you realistically expect the eight one to make?
Those records are probably for some minor acts. Now when he is in the probation period, the next offence will be punished by 6 months in jail.
@@ondra10192 No. The 3 year probation is instead of jail. If he gets next offence he will get 6 months + additional jail time for this new offence. I believe.

When I was in Prague some 20 years ago there were some disgusting Gipsy women on Wenzelsplatz who tried to lure men into small streets where they eventually got robbed.

I got money stolen from my backpack in Prague airport before it even got to the baggage carousel... put me off ever going back there.

I usually keep my money on me but, that time that I didn't, there was an announcement at the departure gate saying the flight was full and people could put carry on into the hold for no extra. I just jumped to a decision despite the fact my backpack would probably have gone under the seat in front. I certainly haven't done that since.

Would it be possible to place some warning stickers direcktly at the ATM's as i know a lot of travellers who doesn't read guides or check for this kind of stuff, im thinking a simple "If someone approaches you and offers to exchange your money its a SCAM" in the usual couple of langues for turists and some warning exclamation point yellow thrown in for good measure.

@@xerxes931 i definetely agree, but if permanent labels are used, like warrenty stickers on consumer products. The kind that crumbles, i believe a big enough version would at least make it very annoying and time consuming to remove, compared to how easy they are to apply in seconds.
I'm more in doubt if it would look like vandlism or the banks owning the ATM's would complain, but then a dialogue could be established asking them to code the message in during the cash withdrawl.
But it is probably wishfull thinking on my part.
Or use common sense. This scam is ancient. But hey i still remember getting leaflet "how not to get mugged" in nyc.

Get one of those recording glasses so that you can film his scam in POV. Billy is going to feel much more secure and you get your footage!
On a positive note, I spent 3 days in Prague about a month ago and had a wonderful time. All the people I met were very nice. I enjoyed the city immensely and hope to return. I spent 3 months backpacking Europe and Prague had some of the nicest people. Also, I stayed safe the whole time thanks to tips from this channel! Keep up the good work.
