This cutscene was released when they fixed a money farming exploit, and it's a wonderful way to connect with the players and let them know devs got it fixed :D
@@TheUA-camUser69 I mean, that's kinda the point of a game. A survival game with unlimited access to food isn't really that endearing, the limitations are part of the game in some ways. If the devs thought that the exploit was taking away from an intended experience then its fair to remove it.

Lorewise what bothers me is when he shows up in Oxenfurt. I mean he's basically a representative of Occupied Temeria aka Nilfgaard and he somehow manages to make it into in Oxenfurt. Even him showing up in the FREE city of Novigrad is hilarious😂

So people living in the medieval times and before might not have a name for it or conceptualize it as a theory of economics but they engaged in it on a daily basis. Try to stop it. Even in modern prisons, the most regulated place in society that outright bans the use of money, they can't keep people from conducting trades and using things like cigarettes for currency. People engaging in free trade does not have "flaws" per se, people do. For example, some people blame the free market for the corporate and banking corruption and exploitation prevalent in the USA when all of that is based on government, which is based on force, which is antithetical to a free market. Because the moment you give the government control over the economy, in order to remain competitive, it's inevitable businesses, ect, will try to buy that influence and control in government to benefit themselves. In other words, in trying to protect people from "exploitation" in economics by giving government power over the economy, you've created the worse exploiters of all, you've not only made the very monster you sought to slay, but you've made one that is a million times worse. I would bet you've had far more taken from you by government then you've ever been scammed out of from a business. And at least with a business you might have legal recourse to sue to get your money back, you can't do that when wronged by government. The government doesn't allow it.

The tax collector is part of the Hearts of Stone expansion. He will talk to you when you walk over the Oxenfurt market when you carry 35000 crowns or more.

Its a pretty good law to be fair. This would mostly benefit the common people and prevent the rich from taking advantage of them.
