Yes.. Being on the water gives great mobility from such things.. So sad to see them. But still they are annual and the bush will grow back. It's mostly just scrub.

Sea state wasn't forecast to be like that. Having said that it's more the wind that makes towing dangerous. I know when to bring aboard.
