So the Silent Hill fan game is actually a port of a GBA version of the original Silent Hill that was only released in Japan. The GBA version is an officially licensed Konami game.

You even go through the same environments, a city block, a forest, the Forever Knights castle, the Chimeran Hammer, etc. It's obviously missing the aliens, which are Four Arms, Heatblast and Cannonbolt
The "Despicable Me 2" hackrom is a hackrom of "Bubble and Squeak" for the Sega Genesis. It's an excellent Platformer that's got elements similar to both Mario and Sonic The Hedgehog and it's got Sh'Mup mini-levels in between the regular levels. Anyone reading this comment, give the game a go. It's fun. As for the "Tekken" Romhack, that's Virtual Fighter 2 which is...decent for what it's trying to do on the Genesis, but I'd recommend just playing the 32X version of Virtua Fighters or just the Arcade Game itself, though the 2D based Virtua Fighter 2 itself isn't too bad (It's just nowhere near as good as the 3D games it's trying to mimic).
The Ben 10 game is a bit similar to a Java mobile game, however there were levels were you played as aliens, I guess they took that game, and oversiplified.

An answer to why all these bootlegs sound the same is that they use the GEMS sound driver, which is a MIDI player that allows to bypass the requirement to program the Yamaha YM2612 FM chip directly. And yes, most of the actual music tracks are reused (i.e. stolen) from legitimate games.
Fun fact: I hear the Felix the Cat game's Game Over screen was originally a T-shirt design called "Felix Unmasked" And also I made a silly Pizza Tower version where it's instead Fake Peppino disguised as Felix
