The traditional Japanese instrument is a shamisen which means, literally, three strings.
The spoken voice part is a kabuki (traditional Japanese theater) style interlude performed by Momoko Okazaki aka Momometal, the new official member (since April 1st 2023).

"Wasshoi! Wasshoi! Wasshoi! Wasshoi!“ Welcome back, great reaction. You just know the live performances of this will be completely wild and the crowd will go nuts! 🤘🤪🤘(That has already happened).
This is Momometal's first official music video since she was revealed as the official new member in April and she even got her own solo part with the spoken kabuki theatre section.
The song title translates as 'Metali' (or 'Metari') which is a fusion of the words metal and matsuri (festival). The song is about a Metal Village holding a metal festival, so they have included all the matsuri shouts everybody would be calling out as encouragement to the people carrying heavy floats etc like "Sore, Sore", "Dokoisho" and "Wasshoi!".
They are inviting us all to dance - I may have this a bit wrong, but there is something in the lyrics (I think in Momometal's kabuki section) about we are all idiots or fools - the idiots who watch and the idiots who dance ... so as we're all here and we're all idiots why just watch, we may as well all dance.

Hey man it's been a while, you didn't show up with more BM songs from the new concept album The Other One, hope to see you around with more.
We got another banger for Japanese festival or any festival around, they performed this recently at Summer Sonic and hopefully they will do the same at Blue Ridge Rock, Aftershock or Louder Than Life and get the crowd going nuts with this.
It's their first song released with this new BM reborn and formation.
We heard it before the release because they premiere this at Apocrypha - Another One exclusive show, and someone leaked this on a fancam, it was fun and really unexpected but everyone was having a blast and even started with a Kami Band solo after a while without it.
The song title is Metali!! (metal + matsuri, which is a Japanese festival) and you can hear it in the spoken section when one of them (MomoMetal, the new official member since April) is doing the Kabuki moves style.
Just so you know "wasshoi" is another shout used in Japanese festival when men are carrying the shrine, similar to sore and soya you can hear in Megitsune and Karate. The traditional Japanese instrument you heard in the beginning and throughout the song is a shamizen, also used in Megitsune.
I can totally see why they pick Tom Morello on this, the groove, the catchiness, the super energetic jump and those typical 90's vibes at funk or alternative metal live concerts.
    Next suggestion:

Great reaction. About the "WASSHOI WASSHOI ..." chants: At JAPANESE FESTIVALS, you will often see a group of people carry portable shrines on their shoulders. They shout "WASSHOI WASSHOI ... " endlessly as they move about.
Usually they are carried by men, but in respect to BABYMETAL, here is a female group => ua-cam.com/video/dknY49pINvo/v-deo.html

Welcome back to the Foxhole. The Koto is a plucked instrument with many strings that sits horizontally, but here I think we have a shamizen as that's the instrument shown at the beginning of the video.
Metali is a fusion of the works "metal" and "matsuri" (summer festival) and the lyrics encourage everyone to dance. They point out that everyone is an idiot and so we might as well be dancing idiots. It's in the tradition of popular Japanese summer festivals that have mass dancing and this is emphasized by the masks that are worn in the video.
The tatami room setting is similar to an early BM video for "Megitsune Official" where they challenged traditional Japanese attitudes to women and in the "Metali" video they also break some Japanese taboos: they are wearing boots on tatami mats, they kick over traditional tea trays, the hands doing Fox God signs break through the screens and Momoko's vocal and dance break is done in kabuki style which is a type of theater usually reserved for men.

Welcome back and thanks from Japan 有難う 💛 The traditional Japanese instrument is "Shamisen : Sha・Mi・Sen 三味線" literally meaning "three・taste・string". The title is a synthesized word from two words : "Metal" and "Matsuri 祭 (festival)" → Metali. And if you want to know the deep meaning of the lyrics please check Professor Hartley's channel (Andrew Hartley).
I witnessed this song live twice this month : World premiere (live debut) in a special show and Performance at huge festival "Summer Sonic Tokyo". At the actual venues, this song followed after an intro with Western Kamis' cool instrumental solos. Oh My Buddha! 😍 I got hyped like an idiot in the simplicity of this song. Momometal's extravagant elocution and moves in Kabuki style (and her growl in live show) gave an amazing accent in the exciting repetitiveness. The repetitive わっしょい "Wasshoi" is a call or yell used in Japanese Matsuri (festival). It is a kind of phrase to intensify people's excitement and especially to encourage the power of guys who are carrying a heavy Mikoshi that is similar to a float in Western style festivals.
[FYI : In the festival, BABYMETAL was a closing act after 8 artists. Evanescence performed right before them. I was moved to tears by Amy Lee's "Bring Me To Life".]

The spoken voice may seem a little odd at first. It’s actually a nod to traditional Kabuki theatre with that unusual speaking melody and exaggerated movements. People who hate on Babymetal are boring and uneducated.
BABYMETAL HISTORY FROM 2019 TO CURRENT.
Metal Galaxy Era (2019- Feb 2020)
First introduced in 2019 during the Babymetal Arises concert in Yokohama, before the start, the “Avenger” support dancer concept was explained in the lore, and the concept thanks to communication and a maintaining of the 3-member formation brought Babymetal out of dark times brought about during 2018. Babymetal seemed to have returned to its roots with the Avengers, as 2 of the three (Kano and Momoko) come from Sakura Gakuin. The third Riho, went to the same performing arts school as Suzuka during the same time, Actors School Hiroshima aka ASH.
    Music Videos of this Era
    Pa Pa Ya
    Elevator Girl
    Shanti Shanti
    Da Da Dance
    (Avenger confusion)
Which Avenger one sees can be confusing for those new to Babymetal. For the Music Videos, Pa Pa Ya, Elevator Girl, and Shanti Shanti Shanti, it is Kano Fujihira, who was just 14 years old at the time. Da Da Dance is a compilation of Momoko and Riho and a splicing of 2 different shows. In most fan cam videos of the American and European tour it would be either Riho or Momoko, as they toured with Babymetal in 2019. Kano had responsibilities with Sakura Gakuin as its president, a position Suzuka and Moa both held in Sakura Gakuin, and she’s never flown on a plane before.
Some fans for 2019 did throw a stupid temper tantrum over the use of new Kami Band members who are from the west now known as the West Coast Kami Band, but like how the girls won over many, so did they and the payoff with the Legend Metal Galaxy concert in 2020 was well worth it.
COVID Era (Mar 2020 to April 2021)
COIVD-19 has messed up a lot of things for everyone, Babymetal had to cancel their Asian tour, as well their big 10th Anniversary on October 10, 2020. Forced to keep it rather tame something very unlike Babymetal as even in their failures like the entire 2018 tour they do it septically. The question for many fans at the time was what of the Avengers, since COVID, Avenger Riho Sayashi has signed with a new agency and has moved on to other projects, including starting a fan club. Kano Fujihara graduated from Sakura Gakuin on August 30, 2020, a near 4-month delay. However, she and fellow Sakura Gakuin graduates Soyoka Yoshida, Tsugumi Aritomo, and Momoe Mori in the formation of @onefive. Which leaft Momoko Okazaki who is a graduate of Sakura Gakuin in March 2018 would be the last standing Avenger until she would become the new member of Babymetal.
    Music Videos of this Era
BxMxC (First music video that isn’t footage from a show and featuring Su and Moa since Karate in 2015)
    Post 10-year Anniversary/ Covid Era Part 2 (May 2021-September 2022)
The band stepped back from live shows due to the Covid-19 Pandemic and focusing on the sale of Merch. The band spent time working on a new concept album and was never shut down for a hiatus.
Momoko had a very very short stint in a Korean Idol Competition Show called Planet 99. She performed perfectly, better than most of the other girls in the show. She even got the most votes in a small side competition destroying all the other 98 girls in the show in votes. This won her some hair dye (She was blonde for a bit). Ultimately be it dumb BM fans thinking the side competition was the actual competition, how the judging was heavily skewed to Korean voters, the fact that her fate was tied to 2 other girls one Korean and one Chinese, and or possibly ridged voting something the company producing the show has done in the past, Momoko was eliminated in the very first round.
The Other One (October 2022-April 2023)
They have released 5 songs on UA-cam, they performed a show in January 2023 where they performed these new songs leading up to the released of their Album in March with 10 new songs. During January and February shows Su and Moa were supported by Momoko. On April First (Fox Day) Their new show played many new and old songs as well as officially made Momoko Okazaki aka Momometal the official 3rd member. Bringing Babymetal back to a 3-member unit once again. This all kicked off their world tour in touring with Sabaton in Europe then Asia and Australia, and tours in US in the fall and a solo tour in Europe in winter, with a tour finally in Japan in 2024.
