Well in that sense, India too is an artificial country formed by colonial rule but it has a lot of ethnicities and languages very different from each other. For example, someone just next to the border, in the Indian state of Punjab would almost be the same as Pakistanis but someone from North-Eastern or Sothern India would be very different, probably as different as someone from Myanmar, Sri Lanka, or Thailand. Yes, you may say that India has been there throughout history but that India was not a country, rather it was a region with several kingdoms and nations.

The policy of Nepal in international affairs is being neutral. It hasn't even recognised or not recognised Kosovo. Joining India would be so much more risky due to China. Nepal has also made a lot of deals with China. It would lead to straight-up war.

Before the british the sub continent was a huge game of thrones with different empires controlling parts of it. India was never a united country or an identity before 1947.
