Great video. The fear of falling is a big thing for me. I can bail side to side or front side. But if I fall back, I panic and fall awkwardly. Is there a way to avoid panicking? (Body seems to do it naturally when I tip back)

Holding the tuck planche is pretty hard so congrats on that! The handstand and the planche are two different skills and every person is going to be different. So to answer your question I don't know. :) Practice and have patience and that will take you pretty far.
Yeah, in the tuck, you've got a lower center of gravity, and you're controlling your balance w/ arms horizontal rather than vertical, which is easier for most people. I still suggest following the HS steps from the beginning.
@Adam Kirby, The tuck planche requires more shoulder strength, so it's harder. But it requires less balance, so it's easier. I mean, if you're strong enough to do it, then it's easier, because the balance part is easy. But if you lack the strength to do it, then it's impossible to do, so balance is irrelevant. So apparently you have strong shoulders, but lack balance. Work on gradually lifting your tucked planche into a handstand little by little until you can do a tucked handstand. Then gradually straighten your legs until you're doing a full handstand. If you can hold each stage for around 30 seconds or so, you can try pushing yourself a little higher. Keep practicing that over and over again, and eventually you'll be doing a full handstand.
Keep practicing your tuck planche until you can do it for 30 seconds. Then keep practicing with your body pushed higher and higher until you're in a tucked handstand position. Basically follow the advice I gave to Adam Kirby. Doing this will strengthen your shoulders and all the muscles you need to do a full handstand while also improving your balance.
Make sure are breathing the entire time you are upside down. Sometimes it is easy to hold your breath and that can lead to getting dizzy while upside down. Give that a try and see how things go!

That is a good idea. Practicing bails are a big part of making any progress in your handstand.
To avoid panicking, you need to work on developing nerves of steel.

My arms can't fully bend at the elbow for some reason would this prevent me from doing it?

Many kids start gymnastics and do handstands at your age. Just have an adult check your area for safety and watch to help you :)
