Here's a great guide from UF/IFAS all about plant propagation. edis.ifas.ufl.edu/pdf/MG/MG10800.pdf I wasn't able to find any science backed information about whether honey is successful in rooting, but with mulberries, you usually don't need anything additional. They are known for their quick and easy rooting. Rooting hormones are usually sold either powdered or liquid and made from plants that produce quite a lot of it. They can be applied to mulberries but also to other plants you wish to propagate.
Shoots should start developing in a few weeks as the season warms up. Roots will develop along the same time, but don't disturb them too often to check.
You may find that even a first year rooted cutting will produce one or two fruits its first year but by the next spring it will be producing much more.
They need to be brown or harder wood certain time of yr can help a lot when taking the cutting when tree is dormant before spring has been best for me. Keep them moist out of direct sun to much water can harm the roots. Good luck and if it doesn’t work first time keep trying always plant more than needed because everyone may not take. Cheers
I bought root cuttings from ebay. They have bud, but I am still waiting for them to develop good roots before I transfer them. I am sure if you search enough, you will find one that sell only cuttings. They are way cheaper than buying from "fast growing trees," of which I have not had good success with at all.

After doing some research, it seems that honey wouldn’t be ideal because it would attract ants.
My mulberry tree starts fruiting but the fruit gets dry after few days. They don’t get a chance to grow. What fertilizer should I use? What can I do?

Can you clarify how long the cuttings were in the pot? One time you said a few months and shortly after you said a couple of months.
They were in the pots for about 2 months from cutting to transplanting
