If you are in America eggs need to be put in a fridge because of the chemicals they use to wash the eggs but in the UK it's illegal to do that so you don't have to refrigerate them
Yes, though it's also down to the risks of salmonella. Most countries in Europe have chickens vaccinated against salmonella by law, and the small amounts that might get past the vaccine will mostly be in the chicken's poop. Washing removes a protective outer layer from the eggs, which may allow salmonella to get through the shell (just moisture like condensation sitting there does the same). If the egg has salmonella in it, refrigeration keeps it from going crazy, and cooking will take care of it from there. The issue is if the eggs are undercooked, even a little, the salmonella can survive. Since those countries keep eggs at room temperature, any salmonella getting into the eggs is bad news. The US doesn't require vaccinating chickens against salmonella, so there's a much higher chance of the eggs containing it when laid by the chicken. So any on the outside of the egg getting in doesn't really matter, since it's probably inside the eggs already. This requires refrigeration to keep any salmonella in the eggs under control. It's still fairly unlikely to get salmonella from a US egg, as long as it's cooked well and there's no cross contamination.

In the US we wash the petina off the egg, so we have to refrigerate them to avoid bacterial growth. In Europe they don't wash the petina off their eggs so there is no need to worry about bacteria if you don't wash the eggs.
afaik, it’s just different strategies for controlling salmonella. In the US and North America, eggs are washed to kill the bacteria, while in Europe, they give chicken antibiotics instead
