I believe it was designed for regular 16mm, which is smaller than super16 in the horizontal direction. It was very interesting to see how much more than that it covers.
That lens was not made before 1956. It bears the red marking H 16 RX meaning that it is to be used on a Paillard-Bolex H-16 Reflex camera. Next there are no Paillard-Bolex Super-16 cameras, only aftermarket conversions from 16 to S-16. Next, not all Kern-Paillard lenses are equipped with a DOF scale. No Kern-Paillard lens was designed for Super-16. Some simply cover the S-16 frame area, others don’t. Here’s a film motion-picture equipment specialist and repairman.
