How Strong Was Raido? (Konoha's Deadliest Assassin)

Raido was a Special Jonin from the Leaf Village, a Hokage bodyguard trained by Minato, and Konoha's deadliest assassin. He had a curious scar on his face. Who gave Raido his scars? We see Raido in the Akatsuki Suppression Arc fighting against Kakuzu along side Aoba and his crows.
We also see Raido in Naruto Part 1 fighting in the Konoha Crush Arc and in the Sasuke Retrieval Arc against the Sound 4 alongsde Genma. Raido also appeared in the Naruto Warc Arc fighting alongside Mei, the 5th Mizukage against Black Zetsu.
