The “hold the parents accountable” crap is exactly that. Anyone operating a vessel on the navigable waters is responsible, THEMSELVES, for knowing all applicable laws. Age or ignorance is no excuse. The person operating the vessel, and the people who dumped the trash are directly responsible.
If they are juveniles, then parents will have some accountability. I don't know anything about Boca Fest, but is it safe to assume attendees would be over 18? In that case - handle as adults. The boat owner probably has some liability here - perhaps not criminal, but civil.
They can do BOTH... sentence the kids AND make the parents pay too. They did it with the school shooter in MI - the minor got life in prison without parole after being tried as an adult, and the parents each got 10-15 years in prison.
Why are people so upset. When I was in the Navy I was ordered to throw trash bags over the side into the ocean everyday for 3 years. That's just one ship. We were in massive groups with carriers and they were all doing it. Sad. I'm not proud of that but you do what you're told in the military or else.
When I was in the Navy I served aboard an aircraft carrier. When we were out at sea and it came time to take out the trash we would take the plastic garbage bags to the back of the ship. I was told we couldn't just throw the bags overboard. So we would put them in a round metal container on the fantail. Here comes the fun part. The container didn't have a bottom. So the garbage bags would just fall out of the bottom of the container and float away behind the ship. Apparently at the time it was legal to do this. Fun times.
They obviously collected trash from other boaters at the “bash” for the sole purpose of dumping it in the ocean…sickening. Confiscate the boat for 1 year, leave it outside uncovered, 250 hours of community service picking up trash for each offender and the Captain, and a $15,000 fine to the boat owner.
So there was video showing a captain being harassed by the authorities because they wanted to entrap him stating that he is charging the guest for the 3 hour tour. But they cannot seem to do patrol this.
1. No kids should be handling boats that powerful on their own. Parents have failed. 2. They were dumping empties as every single person in the boat was underaged.

While boat camping on a local river a large house boat left all their trash on a beach. My😮 12 year old son picked it all up. 3 bags full. A fay layer we went to the marina to get stuff and dispose of trash. Upon seeing the offending party he promptly dump their trash in their boat. Needless to say, somewhat of an altercation took place. Law enforcement was called and the house boat owner fined after we swor out a complaint. Seems as the boy can leave the boy the scout remains in the boy.😊
