I feel Steve Austins heel turn had to happen to stop the character going stale doing the same routine. Going in it was made clear Austin was absolutely desperate to win the championship so it makes sense he'd be willing to do anything to get it, even shake hands with Vince
The character wasn’t stale though. You could see it because the fans refused to boo him consistently. Also the timing was AWFUL! Rock was gone to make a movie and Foley was mostly retired. There was no other babyface established to feel even close to Austin’s level for him to feud with. And business suffered greatly afterwards.

Austin Theory was a second choice, as Cody Rhodes was supposed to win it. Fans just don't feel Theory, and no one was going to believe his luck would hold enough to justify him "beating Roman."
It was too soon for Theory, it was in the midst of Reign's title. It was Vince's bad idea originally.
I still think that the MITB briefcase should become more open because certain stars win the briefcase and and aren't ready for the main title, so they could make the mid carder work his way up to be ready or capture the mid card and build up the importance same with a tag team star could win the briefcase and win the tag titles. no it wouldn't have saved the company at all, Paul Heyman himself admitted the company was doomed because he had very little money coming in, and spike tv really screwed them over multiple times, if they had actually advertised ECW was on their channel like they later did for wwe it could have made a huge difference.
