Polka dots aren't known to be worn by blue collar people like Dusty Rhodes was portraying. Vince just wanted to turn one of the reasons why he had competition into a joke.
Regarding the Dusty Rhodes run in WWF in the late 80s/early 90s, when he went back to WCW and Vince introduced the character of Virgil, the manservant to The Million Dollar Man, it was a not so thinly veiled shot at Rhodes, whose real name is Virgil. WCW struck back when Mike "Virgil" Jones jumped to WCW years later, as they renamed him first Vincent and then eventually Shane as a shot at the two McMahon men.
Now to be fair, Stardust and Gold Dust did have an advantage in the 2nd WWE/Scooby Doo movie. They were already cartoon characters, so they were great in that.
