Well i am from indore and i can say one thing that here local bodies have done such a grt work that we hardly see any potholes atleast when it comes to major roads , even roads connecting societies and local area are also in quite satisfactory condition, so in the end it all depends on local bodies if they want anything can happen.
Tendering process should be done through a centralised platform Not just tenders for construction project but also for another things like train manufacturing/maintenance, defence procurement, and all other stuff It will promote uniformity in tenders, less corruption and involment of small players

You need to check Mumbai Ahmedabad Highway which is busiest Highway in India also it is 6 lane toll road and there are big potholes in whole highway, Last year in 2022 during monsoon more then 100 people died due to this highway, this is called corruption.

There are multiple point you missed....Flexible pavements(bituminous roads) or most urban roads lack proper drainage.... And water is the biggest enemy of bituminous mecadam. There are many factors to this problem and not just corruption and budget.. The fact that most of our cities are unplanned and have no/improper drainage is the major cause for damaged roads . Simultaneous design of road with drainage structure are not possible at all times due to budget constraints and space /load limitations also some roads designed for less axil load receive way more traffic ......elevation of highway Roads are such that no water logging occurs or atleast is minimised and also due to good budget and higher load design to support high load vehicles result in higher strength roads... Where as most city roads are often low laying and are often subjected to flooding during rains or even sewage overflow, renewal works are only limited to renewal of top layers only due to time constrain...also In nothern Urbanised cities , During summer temperature of road surfaces can reach very high resulting in numerous types of failurs when subjected to loading.... Also urban traffic jams and highload vehicles such as dumpers, trucks, transporters etc stuck in jams for prolonged periods on the same intersections, due to improper/unability to maintaining proper traffic regulationa due to overcrowded nature of our 1st tier cities, thus leads to creep failure of roads as not all small roads are capable of Sustaining such high loads for prolonged periods of time. To permanently fix this problem would be to overhaul the entire Road network at once by widening, removing underlayers and redesigning subgrade from the very base, employing rcc/rigid pavements on high traffic roads and implementing very strict traffic and building regulation around the roads..... But as you could imagin.... Overhauling the road from ground up instead of just renewing the top course is very difficult as it would put the road out of commission for undesirable amount of time,also The indian mentality of traffic flow and people with cargo using roads not ment for high loads, budget constraints, project delivery on time etc many such factors would come as challenge... And to be frank would be near impossible. Not all PWDs are corrupt as new legislation have these days curbed majority of the corruption... Although it happens in lower strata of the system it is almost negligible but the biggest challenge we face are the logistics and budget constraints.

PWD Kerala is doing phenomenal jobs in upgrading state highways and district highways, major works like coastal roadway and state hilly area roadway works are ongoing and extremely good. Many state highways are on an overhaul to better quality. . Still many urban roads in Kerala are not up to the mark..
Shift all old markets, wholesale markets to ring roads where they can have larger space with godowns. Demolish that vacated area to build public transportation. Stop giving permissions for new constructions in inner city. Shift them to outskirts. But before that build a planned Greenfield city in outskirts

In my locality the road had natural inclination from one end to other, so rain water would easily flow from one side to other. But during covid a sewer system was made which was unnecessary & they forgot to connect the sewer to the main road sewer & slabs on thr sewer are not at all uniform. Bcoz of that the width of the road decreased & water gets stored in the sewer 🤬🤬🤬

I disagree that our highways are world class. Our highway length maybe more but they are far from world class. The highway engineering, geometric design, merge lane geometry, gradient and curve design and so many engineering parameters are not followed at all. Our IS codes have not been updated to modern technology. Now i am not expecting german autobahn level quality, but atleast have a bare minimum US level standard. My heart hurts when i see even the new expressways getting destroyed by simple geometric flaws.

Shift all old markets, wholesale markets to ring roads where they can have larger space with godowns. Demolish that vacated area to build public transportation. Stop giving permissions for new constructions in inner city. Shift them to outskirts. But before that build a planned Greenfield city in outskirts

But in India the rampant corruption at the low level is the worst things ever which directly impact to the daily lives of the people and create a bad image of the country, because it is visible.

Highways are built by private players and tolls are collected. In case of other government will to use busget from tax where there is corruption.

In my locality the road had natural inclination from one end to other, so rain water would easily flow from one side to other. But during covid a sewer system was made which was unnecessary & they forgot to connect the sewer to the main road sewer & slabs on thr sewer are not at all uniform. Bcoz of that the width of the road decreased & water gets stored in the sewer 🤬🤬🤬

I disagree that our highways are world class. Our highway length maybe more but they are far from world class. The highway engineering, geometric design, merge lane geometry, gradient and curve design and so many engineering parameters are not followed at all. Our IS codes have not been updated to modern technology. Now i am not expecting german autobahn level quality, but atleast have a bare minimum US level standard. My heart hurts when i see even the new expressways getting destroyed by simple geometric flaws.

By just handover the project to the state department things not gonna solve but to eliminate corruption at ground level is to punish the local contractor , bureaucrats and politicians which its not going to happen in upcoming 100 years . Thats why I like the China and Dubai model.
