For drawing in GP using the surface, it is pretty helpful to switch to an orthographic view (5 on the numpad), and then the offset will be consistent regardless of anything else you do.
At 13:00, when you enter Weight Paint mode, you will be using the brush tool by default. When selecting the rig, make sure to hold down Control. Hope this helps!

Because of the shape of that floor, you could probably try going into ortho/top and "project from view" if you wanted/needed to do UVs.
