For drawing in GP using the surface, it is pretty helpful to switch to an orthographic view (5 on the numpad), and then the offset will be consistent regardless of anything else you do.
At 13:00, when you enter Weight Paint mode, you will be using the brush tool by default. When selecting the rig, make sure to hold down Control. Hope this helps!
