I was hoping you'd show some procedural or Blender lighting technique for that saturated shadow line (subsurface scattering or whatever it's called), not a bad video regardless.
how did you get a cartoony look in substance painter ? I like that it looks flat, when im using substance painter the reflections of lighting doesn't make it look "cartoony".
Really simple actually. In substance painter, at the top right corner in the viewport, you should see a dropdown with "Material" written on it. Click on it and change it to "Base color." This should do the trick :)

Beautiful! Do you have recommendations for achieving similar results outside of substance painter? Would it be easier to try to do it in Blender or draw textures in 2D with drawing software? Or is there another 3D drawing program that costs less?

Additional use can use “PSD-Layers” addon, it’s free and it will give you, just like the name, layers almost exactly like how it is in photoshop (I haven’t tried it though, but it should be a good option). Instead of photoshop use can use “Krita” it’s an open source software- that even blender studio uses. Hopefully, I helped a little with this!

Great Question! You can achieve this directly on Blender itself using blender's Texture Paint feature.
FYI There's a floating blade of grass in the final shot.
