In Toy Story they stream data from the 68000 and its memory to the z80's memory to send to the sound chip. This causes pauses so they had to stream it 10000's at a time. So they can't use it other than the title screen. So you double buffer the data transfer in the z80s memory. Half the 8kB is writen to by the 68000 and the z80 reads from the other half. Both can't access at the same time. So you swap once 4kB is writen by the 68000. The z80 then reads that, then to 68000 begins to write into the other 4kB until its full. 10000 bits at a time, until the 4kB is full and can be past to the z80 to send to the sound chip. So yes you can use the 68000 CPU to drive PCM with the above limitations.
This is so close to the original in terms of certain instruments/samples as well as the overall feel; Klepacki unintentionally made music fitting for a SEGA Megadrive adaptation!

There was a rumored abandoned Genesis build for C&C95 that never made it outside of Westwood. This is an awesome look at what could've been.
It wasn't made by Westwood. It was just a really, REALLY good homebrew prototype made sometime in like 2004.
